Appeal from trade union members to the International Transport Workers' Federation (ITF) and its General Secretary Stephen Cotton as well as to the European Transport Workers’ Federation (ETF) and its General Secretary Livia Spera

The transport unions stand united in urging the International Transport Workers’ Federation (ITF) and European Transport Workers’ Federation (ETF) to cease all transport relations with the State of Israel. From May 6th to 8th, 2026, as the annual meeting of the OECD's International Transport Forum convenes in Leipzig, we stand in solidarity against any form of collaboration that supports or enables acts of genocide.

Israel's repeated and documented violations of international law and human rights in the occupied Palestinian territories have drawn widespread condemnation across the globe. The system of apartheid and continuous aggressive actions towards Palestinians create a moral and ethical crisis that the global transport community cannot ignore.

Transportation is not neutral. Every shipment, every connection can either support peace or prolong conflict. Transport unions, therefore, demand that ITF and ETF leverage their influential voices and take a strong stand against any partnerships that perpetuate the oppressive status quo in Israel and Palestine.

According to the United Nations, the humanitarian situation in the region continues to deteriorate. Reports from Human Rights Watch and Amnesty International have raised serious concerns about the treatment of civilians and the ongoing escalations that sever any hope for peace. It is vital for international transport bodies to align with the values of justice, equality, and human rights, ensuring they are not complicit in enabling state-sponsored violence.

Our appeal is clear: the ITF and ETF must end all transport relations with Israel until it complies with international laws and respects human rights. The upcoming OECD International Transport Forum in Leipzig, Germany must serve as a catalyst for this change. Transport sector leaders and representatives are called to evaluate their role seriously and take actionable steps to re-align policies and partnerships toward equity and human dignity.

By severing these ties, the global transport community will send a powerful message that it will not support systems of oppression. This action can instigate long-needed changes, raising the political cost of continued human rights abuses and lending support to those fighting for freedom and justice in the region.

Appell von Gewerkschaftsmitgliedern an die Internationale Transportarbeiter-Föderation (ITF) und ihren Generalsekretär Stephen Cotton sowie an die Europäische Transportarbeiter- Föderation (ETF) und ihre Generalsekretärin Livia Spera

Vom 6. bis 8. Mai 2026 findet in Leipzig die jährliche Tagung des Internationalen Transportforums der OECD statt. Bestandteil der Veranstaltung sind ein Treffen von Verkehrsminister*innen sowie eine internationale Fachkonferenz mit Vertreter*innen aus Politik, Wirtschaft, Wissenschaft und Zivilgesellschaft.

Der Staat Israel ist Mitglied des Internationalen Transportforums der OECD. Im Jahr 2025 wurde Israel auf der Jahrestagung durch die Verkehrsministerin Miriam Regev vertreten. Regev nutzte ihre Rede zur Rechtfertigung des Genozids an der palästinensischen Bevölkerung im Gazastreifen.

Ebenfalls im Jahr 2025 nahm die Internationale Transportarbeiter-Föderation (ITF) an der Jahrestagung teil, vertreten durch ihren Generalsekretär Stephen Cotton. Die ITF ist ein weltweiter Zusammenschluss von rund 700 Gewerkschaften aus über 150 Ländern und vertritt etwa 20 Millionen Beschäftigte im Verkehrssektor. Die ITF hat eine lange, stolze Tradition internationaler Solidarität, insbesondere auch mit unterdrückten und kolonialisierten Völkern. In ihrer Satzung verpflichtet sich die ITF ausdrücklich zur Bekämpfung von Kolonialismus und Imperialismus. So verabschiedete der 46. ITF-Kongress im Jahr 2024 eine Resolution zu Palästina, in der die Mitgliedsorganisationen unter anderem aufgefordert werden, die Regierungen weltweit unter Druck zu setzen, den Verkauf und die Weitergabe von Waffen sowie weiterer militärischer Ausrüstung einzustellen. In diesem Jahr soll die Internationale Transportarbeiter-Föderation durch ihr europäisches Büro, die Europäische Transportarbeiter-Föderation (ETF) und die Generalsekretärin Livia Spera auf der Tagung vertreten werden.

Vor diesem Hintergrund fordern wir als Gewerkschafter*innen die Internationale und die Europäische Transportarbeiter-Föderation auf, sich dem Protest der Palästina-Solidaritätsbewegung in Deutschland unter dem Motto „Kein Transport für Völkermord“ anzuschließen und sich beim Internationalen Transportforum der OECD für die Ausladung des Staates Israel von der Jahrestagung 2026 einzusetzen. Es darf bei der Tagung nicht erneut eine Bühne geboten werden, auf der Besatzung und Völkermord politisch legitimiert werden.

Sollte die Teilnahme einer israelischen Delegation an der Jahrestagung 2026 trotz unseres Protests nicht verhindert werden können, erwarten wir von der ITF und ihres Generalsekretärs Stephen Cotton, der ETF und ihrer Generalsekretärin Livia Spera eine eindeutige politische Positionierung. Der Platz der Internationalen Transportarbeiter-Föderation darf in diesem Fall nicht auf der Tagung sein, sondern an der Seite derjenigen, die in Leipzig gegen die Zusammenarbeit mit dem Staat Israel protestieren – auf der Demonstration, nicht im Konferenzraum.

Dal 6 all'8 maggio 2026 si terrà a Lipsia la conferenza annuale del Forum internazionale dei trasporti dell'OCSE. L'evento comprende un incontro dei ministri dei trasporti e una conferenza internazionale con rappresentanti della politica, dell'economia, della scienza e della società civile.

Lo Stato di Israele è membro del Forum internazionale dei trasporti dell’OCSE. Nel 2025, in occasione dell’assemblea annuale, Israele è stato rappresentato dal ministro dei Trasporti Miriam Regev. Regev ha approfittato del suo discorso per giustificare il genocidio della popolazione palestinese nella Striscia di Gaza.

Sempre nel 2025, la Federazione Internazionale dei Lavoratori dei Trasporti (ITF) ha partecipato alla riunione annuale, rappresentata dal suo segretario generale Stephen Cotton. L'ITF è un'organizzazione mondiale che riunisce circa 700 sindacati di oltre 150 paesi e rappresenta circa 20 milioni di lavoratori del settore dei trasporti. L'ITF vanta una lunga e orgogliosa tradizione di solidarietà internazionale, in particolare con i popoli oppressi e colonizzati. Nel suo statuto, l'ITF si impegna espressamente a combattere il colonialismo e l'imperialismo. Così, nel 2024, il 46° Congresso dell'ITF ha approvato una risoluzione sulla Palestina in cui si esortano, tra l'altro, le organizzazioni affiliate a esercitare pressioni sui governi di tutto il mondo affinché cessino la vendita e il trasferimento di armi e di altre attrezzature militari.

In questo anno, si prevede che la Federazione Internazionale dei Lavoratori dei Trasporti sia rappresentata dal suo ufficio europeo, la Federazione Europea dei Lavoratori dei Trasporti (ETF), e dalla sua segretaria generale Livia Spera alla conferenza.

In questo contesto, noi sindacalisti esortiamo la Federazione Internazionale e la Federazione Europea dei Lavoratori dei Trasporti ad aderire alla protesta del movimento di solidarietà con la Palestina in Germania, all’insegna dello slogan «Nessun trasporto per il genocidio», e a impegnarsi presso il Forum Internazionale dei Trasporti dell’OCSE affinché lo Stato di Israele venga escluso dalla conferenza annuale del 2026. Durante la conferenza non deve essere offerto nuovamente un palcoscenico su cui legittimare politicamente l’occupazione e il genocidio.

Se, nonostante la nostra protesta, non fosse possibile impedire la partecipazione di una delegazione israeliana alla conferenza annuale del 2026, ci aspettiamo dall’ITF e dal suo segretario generale Stephen Cotton, dall’ETF e dalla sua segretaria generale Livia Spera una chiara presa di posizione politica. In tal caso, il posto della Federazione Internazionale dei Lavoratori dei Trasporti non deve essere alla conferenza, ma al fianco di coloro che a Lipsia protestano contro la collaborazione con lo Stato di Israele – alla manifestazione, non nella sala conferenze.
