In clear violation of the Impoundment Control Act of 1974, Donald Trump has frozen federal funding on thousands of federal programs that were passed by Congress and signed into law. From Politico:
Democrats and progressives are rightfully fighting back with every means at their disposal. Several Democratic attorneys general have vowed to bring an immediate lawsuit against the Trump administration. Several nonprofits have already secured an injunction against the freeze, which will run through next Monday. Sen. Patty Murray, who is leading Democrats in talks with Republicans on keeping the government open after March 14, implied that such talks would end--and thus the government would shut down--unless the Trump administration follows the law and ends the funding freeze.

The Trump administration sent a second demand to federal agencies on Tuesday as the White House carries out its sweeping freeze of federal assistance, undermining laws Congress has enacted in recent years.This is nothing less than Trump unilaterally ending thousands of federal programs that were passed by Congress and signed into law. It is illegal, autocratic and unconstitutional.
The White House budget office is circulating a 52-page document ordering agencies to answer 14 questions by the end of next week for each program that “has funding or activities planned through March 15.”
The spreadsheet, obtained by POLITICO, covers thousands of programs, including many that send assistance each month to U.S. households, like food aid to “very low-income” people age 60 and over, the home energy program that helps cover winter heating costs for the poorest households and the WIC program that aids low-income pregnant mothers and babies.
