Early on the morning of Thursday, May 22, 2025, House Republicans passed a megabill to advance Donald Trump's legislative agenda of extending and expanding his 2017 tax cuts while cutting the social safety net and investments in clean energy. Here is what you should know about this bill:
  • The bill would reduce the income of the poorest people in America while simultaneously increasing the income of the wealthiest people in America, according to an analysis from the nonpartisan Congressional Budget Office (source);
  • Medicaid would be cut by $800 billion over ten years, and an estimated 8.6 million low income Americans would lose access to health insurance (source);
  • Food stamps would be cut by $267 billion over 10 years, amounting to an estimated 25% cut to the entire program (source);
  • Cuts at least $193 billion in tax credits for clean energy projects (source), but probably more than that due to last minute changes to the bill (source);
  • Increases taxes on nonprofits (source) and universities (source);
  • The national debt would increase by $3.8 trillion through 2034 (source);
Here is another, less noticed part of the bill that you should know about: it will make Trump look good and his successor look bad. To do this, the bill increases spending on defense, immigration enforcement, agricultural subsidies (source) and cash benefits for newborns by a total of $285 billion, all of which runs out in 2028 or 2029. Further, Roughly $200 billion in new tax cuts will expire in 2028. At the same time, most of the spending cuts in the bill don't kick in until 2029. Thus, the bill acts like a stimulus package during the Trump administration, but turns into an austerity package at the start of the next administration. This is just a terrible bill. While we should not expect the Senate will stop this bill altogether, given that it is controlled by Republicans, we can at least hope that they will make it somewhat less awful.
