What's happening?
A new mixed-use development is being proposed along the Beltline next to Piedmont Park, in the Virginia-Highland and Morningside-Lenox neighborhoods.
The proposed development would add:
+ 900 new apartments in a transit-friendly, walkable neighborhood
+ 180 of these apartments reserved as permanently affordable housing (at 80% AMI)
+ 90k SF of Beltline-oriented retail (12.5% of retail reserved at lower rates for local qualifying businesses)
+ 150k SF office space
Why does it matter?
This project would offer roughly 2,000 new residents a mixed-income, mixed-use place to live in one of our city's most walkable, bikeable, and currently exclusionary neighborhoods. This would be the first new apartments in Virginia-Highland in 15 YEARS! We need robust housing growth through projects like this to accommodate Atlanta's growing population and prevent rising rents, displacement, and urban sprawl. This mix also allows for ample parking sharing, 24/7 activation, making the development, Beltline, and Piedmont park safer for all.
Other project details:
+ The land is currently zoned C-1, which already allows office towers and up to 300 apartments. The developer is asking to rezone to mixed-use to allow an additional 600 apartments.
+ The rezoning has gone through extensive neighborhood engagement. Neighborhood associations representing Virginia-Highlands & Morningside-Lenox have negotiated conditions for the project, including:
- All new parking will be below grade. No parking podiums!
- Increased parking maximums
- Increased bike parking
- 20% minimum publicly accessible open space
- Quality design standards for architecture and open space
- A new access point via Evelyn Drive
- Safe bicycle access across the Beltline
- Traffic calming projects along Monroe and in adjoining neighborhoods

We, the undersigned, support the zoning request that would allow for Portman Holdings' to redevelop Amsterdam Walk in the Virginia-Highland neighborhood.
This project will replace parking lots and a low-rise shopping center with 900 apartments, 180 of which will be reserved as permanently affordable. This project will offer 2,000 new residents a mixed-income, mixed-use place to live in one of our city's most walkable, bikeable, and currently exclusionary neighborhoods.offering hundreds of residents a place to live in one of our Atlanta's most walkable, bike-able, and currently exclusionary neighborhoods.
This will also activate new Beltline-oriented retail destinations for neighbors and visitors around Piedmont Park, and contribute significantly to Atlanta's tax base. We believe that more housing is needed in desirable, in-town locations to accommodate Atlanta's growing population and prevent rising rents, displacement, and urban sprawl.
Therefore we support Portman's effort to rezone the property from C-1 to mixed use to provide more housing in Amsterdam Walk.
