Automatically billing students for materials is not only an unfair consumer practice, but can lead to holds on students' accounts, delayed registration for classes, and limited options. Students want to be able to share books, buy used, re-sell our books, or use library copies.

Please finalize the rule requiring textbook billing programs to be opt-in.
