There are very few things that truly unite a city as diverse as Atlanta. Over the past few years it's become clear that most of us all agree that PARKatlanta sucks. Many of us have been victims of tickets we didn't deserve, a countless number of low income residents have lost their cars after racking up a ticket they can't afford only to have their car booted and towed with crazy fees. The impact on small businesses downtown is so intense that some downtown businesses have been forced to close their doors forever.
It's clear that Atlanta simply can't afford, and doesn't want, a future with PARKatlanta in it.
Passing SB 809 would prohibit city's from contracting with third party parking enforcement companies such as PARKatlanta. PARKatlanta is a predatory parking enforcement company that has abused Atlanta’s, visitors to the city and small businesses. Among other things they ticket and boot cars unfairly even before time has expired without regard to the rights of drivers and charge exorbitant fines.
Privatizing law enforcement is wrong. By injecting a profit motive into parking enforcement makes abuses inevitable.

Senate Resolution 809

A RESOLUTION
1 Proposing an amendment to the Constitution so as to prohibit county and municipal
2 governments from entering into contracts with private entities for the provision of parking
3 enforcement services; to provide for related matters; to provide for submission of this
4 amendment for ratification or rejection; and for other purposes.
5 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
6 SECTION 1.
7 Article IX, Section II of the Constitution is amended by adding a new Paragraph IVA to read
8 as follows:
9 "Paragraph IVA. Parking Enforcement Contracts. On and after January 1, 2017, no
10 governing authority of any county or any municipality shall provide for the service of
11 parking enforcement by the execution of a contract with a private enterprise."
12 SECTION 2.
13 The above proposed amendment to the Constitution shall be published and submitted as
14 provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the
15 above proposed amendment shall have written or printed thereon the following:
16 "( ) YES

18 ( ) NO
Shall the Constitution of Georgia be amended so as to prohibit county and
municipal governments from entering into contracts with private entities for
the provision of parking enforcement services?"
19 All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes."
20 All persons desiring to vote against ratifying the proposed amendment shall vote "No." If
21 such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall
22 become a part of the Constitution of this state.

No Georgia resident should fall prey to PARKatlanta or other companies like it. Most of us are willing to pay a parking fee but let us pay it directly to the City we live in, the City that's accountable to the people that live in it.
