Tôi viết thư này nhằm kêu gọi sự chú ý của ông, bà tới quyền lợi và phúc lợi của các trẻ em trong việc phải tiếp xúc với các yếu tố bạo lực, phản cảm tại một số hoạt động lễ hội bạo lực, có hình ảnh tàn nhẫn dưới danh nghĩa ‘lễ hội truyền thống’. Tại Việt Nam, hiện tại có nhiều hoạt động lễ hội ngược đãi, hành hạ động vật với các cảnh đâm chém, đấu chọi động vật phản cảm. Đã có nhiều nghiên cứu trên thế giới chứng minh mối liên hệ giữa việc chứng kiến ngược đãi động vật với hành vi bạo lực ở người, và tác động gây trơ lì cảm xúc của người chứng kiến những hành động này, đặc biệt là đối với trẻ em, đối tượng có tâm lý chưa hoàn thiện ổn định.

Với sứ mệnh của UNICEF tại Việt Nam “là đảm bảo rằng mọi trẻ em tại quốc gia này đều khỏe mạnh, được học tập và an toàn không bị tổn hại để các em có khởi đầu tốt đẹp trong cuộc sống và có cơ hội phát triển tối đa tiềm năng của mình.”

Với tuyên bố của UNICEF: “thừa nhận rằng, để phát triển đầy đủ và hài hòa nhân cách của mình, trẻ em cần được lớn lên trong môi trường gia đình, trong bầu không khí hạnh phúc, yêu thương và cảm thông;”

“Rằng, trẻ em cần được chuẩn bị đầy đủ để có thể sống một cuộc sống riêng trong xã hội và cần được nuôi dưỡng theo tinh thần các lý tưởng được nêu ra trong Hiến chương Liên Hợp Quốc, nhất là tinh thần hòa bình, phẩm giá, khoan dung, tự do, bình đẳng và đoàn kết;”

“Rằng, “trẻ em, do còn non nớt về thể chất và trí tuệ, cần được chăm sóc và bảo vệ đặc biệt, kể cả sự bảo vệ thích hợp về mặt pháp lý trước cũng như sau khi ra đời.”

Chúng tôi kêu gọi ông, bà, với vai trò và trách nhiệm của mình gửi phản ánh và hợp tác với Bộ Văn hóa, thể thao, du lịch & ủy ban nhân dân các tỉnh, thành phố tại Việt Nam nhằm ngăn ngừa việc trẻ em phải chứng kiến các hành vi tàn ác với động vật, gây tác động tiêu cực tới sức khỏe tâm thần, và ảnh hưởng tiêu cực tới sự phát triển tự nhiên, của tình yêu thương, lòng cảm thông của trẻ em, đặc biệt tại 3 lễ hội nổi tiếng gắn với sự tàn bạo gồm: Lễ chém lợn Ném Thượng (Bắc Ninh), Hội chọi trâu Đồ Sơn (Hải Phòng), Hội chọi trâu Hải Lựu (Vĩnh Phúc).

Phúc lợi và quyền lợi của hàng ngàn trẻ em Việt Nam đang cần được ông bà lên tiếng giúp bảo vệ!

I am writing to call your attention to the rights and welfare of children who are exposed to violent, abusive, torturous scences at some of the festivals that involve heartless treatment of animals in the name of 'traditional festivals'. In Vietnam, there are many festivals and rituals that abuse and torture animals with offensive scenes of stabbing and fighting animals. There have been many studies around the world that have demonstrated the link between witnessing animal abuse and human violence, and the emotional desensitization of those who witness these incidents, especially with children, whose psychology is not yet completed and stable.

With UNICEF’s mission in Viet Nam is “to make sure every child in the country is healthy, educated and safe from harm, therefore having the best start in life and a fair chance to reach her or his full potential.”

With UNICEF “Recognizing that the child, for the full and harmonious development of his or her personality, should grow up in a family environment, in an atmosphere of happiness, love and understanding;”

“Considering that the child should be fully prepared to live an individual life in society, and brought up in the spirit of the ideals proclaimed in the Charter of the United Nations, and in particular in the spirit of peace, dignity, tolerance, freedom, equality and solidarity;”
“Bearing in mind that, as indicated in the Declaration of the Rights of the Child, “the child, by reason of his physical and mental immaturity, needs special safeguards and care, including appropriate legal protection, before as well as after birth.”

Within your roles and responsibilities, we call upon you to report and cooperate with the Ministry of Culture, Sports, Tourism and all provincial People's Committees in Vietnam to prevent children from having to witness cruelty to animals, which negatively affects their mental health, and negatively affects the natural development, love and understanding of children, especially children. We specifically recommend you the 3 most cruel festivals including: Nem Thuong pig slaughter ceremony (in Bac Ninh), Do Son buffalo fighting festival (in Hai Phong), Hai Luu buffalo fighting festival (in Vinh Phuc).

The welfare and rights of thousands of Vietnamese children are in need for your help to protect!
