Call on Deutsche Bank to Divest from DAPL

Die DAPL wird täglich 570.000 Barrel Rohöl weniger als eineinhalb Kilometer flussaufwärts vom Gebiet der Standing Rock Sioux über den Missouri River transportieren. Pipelines sind bekannt dafür, dass sie brechen und lecken, wodurch gefährliche Chemikalien in den Boden und das Wasser sickern, auf dem sie gebaut wurden. Ursprünglich sollte die DAPL North Dakotas Hauptstadt Bismarck durchqueren, wurde jedoch unter anderem aufgrund der unhaltbaren Kontaminationsrisiken für die städtische Wasserversorgung von der mehrheitlich weißen Stadt weg geleitet. Die DAPL führt nun, unter Verletzung von Vertragsrechten, durch das Land der Standing Rock Sioux, wo sie historische und heilige Stätten gefährdet. Die Konstruktion der DAPL hat nicht nur die Souveränität der Sioux missachtet, sondern das Projekt wurde auch trotz überwältigendem Widerstandes der Standing Rock Sioux und hunderter anderer indigener Nationen in Nordamerika, sowie weltweit von Organisationen für Umwelt- und soziale Gerechtigkeit weitergeführt. Die Umleitung hat das Risiko direkt auf indigene Gemeinschaften verlagert. Sie gefährdet außerdem das Trinkwasser von 18 Millionen Menschen und bedroht einen der größten unterirdischen Grundwasserspiegel der Welt: den Ogallala Aquifer.
Die Konstruktion der DAPL ist ein großes Unrecht. Sie ist ein klarer Ausdruck von Umweltrassismus, der eine Missachtung von Vertragsrechten in einem System von andauerndem Kolonialismus demonstriert. Die Pipeline sollte umgehend abgebaut werden.
Die Deutsche Bank spielt eine Rolle in der Dakota Access Pipeline. Auf ihrer Website bekennen sie sich klar und deutlich zur Nachhaltigkeit und zur Wahrung von geschützten Ökosystemen und Kulturstätten. An der gleichen Stelle behaupten sie, die Deutsche Bank sei nicht involviert in eine Direktfinanzierung der DAPL, wobei sie sich öffentlich von einem Projekt distanzieren, welches sie implizit als unverantwortlich betrachten. Obschon es stimmt, dass die Deutsche Bank nicht Teil des Konsortiums von siebzehn Organisationen (bald sechszehn, da die Bayerische Landesbank ihre Investitionen in die DAPL zurückzieht) ist, welches die Pipeline direkt finanziert, so finanziert sie doch eben jenes Konsortium. Anders gesagt, ist die die Deutsche Bank kein Finanzierer ersten Grades, sondern zweiten Grades, womit sie sich der Mittäterschaft schuldig macht. Die Deutsche Bank hat Sunoco Logistics Partner L.P. 100.000.000 Dollar und Energy Transfer Equity L.P. 61.437.500 Dollar als revolvierenden Kredit gewährt. Die Deutsche Bank ist auch ein Aktionär mit 3% bei Energy Transfer Partners, L.P. Das alles sind Unternehmen, welche die Pipeline direkt finanzieren. Es ist heuchlerisch von der Deutschen Bank, einerseits von der DAPL zu profitieren und sich andererseits öffentlich davon zu distanzieren.
Aus diesem Grund fordern wir von der Deutschen Bank, folgende Maßnahmen zu ergreifen:
1. Folgen Sie dem Beispiel vieler großer internationaler Banken und Städte und ziehen Sie umgehend ihre Investitionen in die DAPL und in Firmen, die diese finanzieren, zurück.
2. Beziehen Sie öffentlich und explizit Stellung gegen die DAPL, was Sie ja bereits implizit auf ihrer Website getan haben.
3. Führen Sie innerhalb von sechs Monaten eine umfassende Restrukturierung des Rahmenwerks für Umwelt- und gesellschaftliche Risiken der Deutschen Bank durch, um indigene Souveränität und Vertragsrechte mit einzuschließen.
4. Geben Sie jegliche bisherigen Gewinne aus Investitionen in die DAPL an die Standing Rock Sioux.

The DAPL moves 570,000 barrels of crude oil a day across the Missouri River which is less than a mile upstream from Standing Rock Sioux territory. Pipelines are known to break, to leak, and to seep dangerous chemicals into the land and water that they are built on. Originally planned to run through North Dakota’s capital city of Bismarck, the DAPL was rerouted away from this majority white city because of the untenable contamination risk that it posed to the municipal water supply, among other reasons. In violation of treaty rights, the DAPL now runs through Standing Rock Sioux tribal land where it compromises historic and sacred sites. Not only has Sioux sovereignty been disregarded in the construction of the DAPL, but the project has been continued despite overwhelming resistance from the Standing Rock Sioux tribe, hundreds of other Native nations in North America, as well as social and environmental justice organizations around the globe. This rerouting has shifted this risk directly onto the Indigenous communities. It will also endanger the drinking water of 18 million people and threaten one of the largest subterranean water tables in the world; the Ogallala Aquifer.
The construction of the DAPL is a gross injustice. It is an explicit act of environmental racism that demonstrates a disregard for treaty rights in a system of ongoing colonialism. It should be dismantled immediately.
Deutsche Bank has a role in the Dakota Access Pipeline. On the positions section of their website, they state that Deutsche Bank is not involved in directly financing the DAPL. While it is true that they are not part the consortium of 15 organizations that is directly financing the pipeline, Deutsche Bank is financing that same consortium. In other words, Deutsche Bank is not a first tier funder, but it is a second tier one. This amounts to what is essentially a crime of accessory. Deutsche Bank has granted Sunoco Logistics Partner L.P. $100,000,000.00 in revolving credit and Energy Transfer Equity, L.P. $61,437,500.00 in revolving credit. Deutsche Bank is also a 3% stakeholder in Energy Transfer Partners, L.P. These are companies that are directly financing the DAPL. By profiting from the DAPL and simultaneously distancing itself from it in public, Deutsche Bank is getting to have its cake and eat it too.
Sign this petition now and join the fight against environmental racism and ongoing colonialism! Demand the following from Deutsche Bank:
Join a host of other major international banks as well as cities, and immediately divest Deutsche Bank from the DAPL and any companies that are directly funding it.
Publicly and explicitly state Deutsche Bank’s opposition to the DAPL immediately, which you have already implicitly done on the positions page of your website.
Conduct a comprehensive restructuring of Deutsche Bank’s social and environmental risk framework within six months to include Indigenous sovereignty and treaty rights.
