Community Choice Energy in Coconino County and Flagstaff

Community Choice Energy would turn local control of energy over to cities and counties. A CCE would allow cities like Flagstaff to sell energy to residents and businesses while the utility (APS) would continue to transmit and deliver that energy, maintain the grid, and bill customers. CCE is an opt-out model which means customers can opt out and stay with APS if they choose. While efforts are underway to achieve statewide enabling legislation in AZ, the CCE CAT is lobbying Flagstaff & Coconino County to study a CCE model.

We are very concerned about climate change and we urge the Coconino County Board of Supervisors and the Flagstaff City Council to work together to speed up the transition to a clean electrical grid by supporting Community Choice Energy (CCE). CCE allows local governments to purchase power to meet their community’s electricity needs, offering an alternative to investor-owned utilities. CCE offers competitive prices and clean energy options while reinvesting revenues into programs that benefit members’ communities. We call on the Coconino County and the City of Flagstaff to support the CCE through the following actions: (1) Include a study of CCE in the next revisions of the Flagstaff Carbon Neutrality Plan and the Coconino County Comprehensive Plan. (2) Seek grant funding for a feasibility study of CCE for our area. (3) Lobby the Arizona Legislature for CCE enabling legislation. (4) Once legislation is in place, work with the Arizona Corporation Commission to draft regulations favorable to the success of CCEs in Arizona.
