The District is drowning in littered bottles and cans, especially plastic bottles. Bottle deposit-return laws – commonly known as “bottle bills” – effectively slash trash at no cost to consumers, tax payers, or the District government.
Under the District bottle bill currently before Council, consumers simply pay a ten-cent deposit when they purchase a drink in a bottle or can. That deposit is refunded when the container is returned to a convenient redemption site. Consumers can use the same dime for the deposit, over and over again. It's small change for a huge difference for our environment.
District residents deserve clean streets, parks, and waterways. It is time for the Council to take action: I call on the DC Council to vote YES on the District Recycling Refund and Litter Reduction Amendment Act.

The District is drowning in littered bottles and cans, especially plastic bottles. More than 75% of the bottles and cans sold in DC are not recycled. Unrecycled bottles and cans end up in landfills or incinerators, or they litter our parks, neighborhoods, and waterways. Plastic bottles alone make up 60% of all the trash in the Anacostia River.
Bottle deposit-return laws – commonly known as “bottle bills” – incentivize people to dispose of their waste responsibly. Consumers simply pay a ten-cent deposit when they purchase a drink in a bottle or can. That deposit is refunded when the container is returned to a convenient redemption site, many in grocery stores. I can use the same dime for the deposit, over and over again. It's small change for a huge difference for our environment.
Bottle bills work! They are a proven method of reducing litter: 25% of Americans already live in a state with a bottle bill. States with bottle bills reduced their container litter by up to 85% without increasing costs for consumers. Bottle bills also create new green jobs, sustainable businesses, and earning opportunities for residents and non-profit organizations.
Today, my tax dollars cover the cost of beverage waste: trash hauling, recycling programs, and endless cleanups. Under the District bottle bill, big beverage companies, like Coke and Pepsi, will pay their fair share for managing the waste from their products.
DC needs a bottle bill.
The District bottle bill ensures that:
- Fewer beverage containers end up in our neighborhoods, parks, and waterways
Consumers get every penny back on their deposit when they return empty bottles and cans at convenient return locations throughout the District
- Costs for running the program are borne mainly by the big beverage companies creating the waste, saving the District and taxpayers money on trash collection and environmental clean ups
- Participating retailers are compensated for their costs collecting containers
- New green jobs, businesses, and earning opportunities for residents and fund-raising efforts are created
