Demand the Detroit City Council Pass a Sanctuary City Ordinance with Real Protections for Immigrants!

Detroit City Council: Council President James Tate, Council Member Denzel McCampbell, Council Member Renata Miller, Council Member Gabriela Santiago-Romero, Council Member Mary Waters, Council Member Coleman Young II, Council Member Angela Whitfield-Callo

At Comite de Accion Comunitaria de Detroit, we think it is important to not only fight for the rights of immigrants in the streets but to also make demands of our government that create real, tangible and practical changes in the daily lives of all Detroiters, whether they are immigrants or not.

Members of el Comite de Accion Comunitaria came together and created an ordinance that establishes Detroit as a Sanctuary City, aiming to protect the civil rights and liberties of all residents, particularly immigrants, by prohibiting the use of city resources for federal immigration enforcement. We have presented this ordinance to City Council and urge them to take action.

Key Points:

Prohibited Actions: The ordinance prohibits city departments, employees, and officials from:

  • Assisting or cooperating with federal immigration authorities (e.g., ICE or CBP).
  • Sharing personal information about individuals with immigration agencies.
  • Responding to or honoring immigration detainer requests unless accompanied by a judicial warrant.
  • Entering into agreements that delegate immigration enforcement to local authorities.
  • Using city property or funds to assist in enforcing immigration law.

Why Sign this Petition?

Sanctuary policies protect against state and police violence on Black and Brown Detroiters: Just last summer in 2025, DPD pepper sprayed and arrested community members protesting an ICE raid. When DPD shows up as security detail for ICE, it is collaborating with ICE. Working and assisting ICE empowers local law enforcement to exercise unchecked force on all Detroiters. As the murders of Renee Good, Keith Porter Jr, and Alex Pretti show us, no one is safe if any of us is confronted with ICE, much less the combined force of ICE and DPD.

Accountability and transparency of our local agencies: The ordinance is to be enforced by the city, with violations leading to more accountability & disciplinary actions for city personnel and law enforcement.

Limiting information-sharing protects our collective information: forbidding information-sharing between DPD and ICE helps protect all Detroiters against the rise of surveillance technologies that we see the Trump regime use against our communities.

Diversity & Trust: The ordinance emphasizes Detroit’s diverse population -- from our Latino immigrants to our Arab and West and East African immigrant neighbors -- and the need for trust between the city government and residents, regardless of their immigration status. This trust is threatened when local authorities cooperate with federal immigration enforcement, making immigrants fearful of accessing services or living their lives.

We want our city resources and taxpayer money to go towards allowing Detroiters to live and work in peace, rather than arresting and terrorizing!

By signing this petition, you're endorsing our Sanctuary City Ordinance, showing City Council and the Mayor of Detroit that you support the demand for a ban on our city's collaboration with ICE including city personnel, resources, funds and property and that you petition the City Council to pass a vote on our ordinance.

Join our campaign to make Detroit a Sanctuary City as we take our ordinance to city council to demand real policies, not just rhetoric!
