We are Filipinos living and working in the United States who care for our families, friends, and fellow kababayan in the Philippines. Because of our love for our motherland, we demand the immediate resignation of President Rodrigo R. Duterte and Health Secretary Francisco Duque III for allowing the corruption of pandemic funds in the Pharmally scandal, and for defending the officials involved in the scandal. They must be prosecuted for their criminal leadership.

In particular, Duterte’s and Duque’s leadership allowed for the following injustices:

1) The Commission on Audit (COA) flagged a total of P124.65 billion in anomalies from 9 government agencies. This could have been used to provide 12.4 million pandemic-hit families with much-needed aid of P10,000 each.
2) Of the total, the Department of Health misused P67.3 billion. P95.45 million of this amount was used to purchase overpriced COVID-19 supplies from Pharmally Pharmaceuticals with the assistance of the Department of Budget Management.
3) Ongoing Senate Hearings have uncovered more illegal acts done by Pharmally: selling test kits that would expire in 6 months, rather than the government’s 2-year shelf-life requirement; changing the manufacturing date of face shields to make it appear they were not yet expiring; and more.
4) Duterte has clear ties with Pharmally. Pharmally is sponsored and funded in part by Michal Yang, Duterte’s presidential economic advisor in 2018 and long time friend since 1999. Duterte met with officials from Pharmally International in 2017. Duterte has continued to defend Yang through the hearings, despite Yang lying under oath about loaning money to Pharmally officials.
5) Duterte is actively trying to derail the ongoing Senate probe. He ordered the police and military to block attempts by the Senate to arrest Pharmally officials who are ignoring the Senate’s subpoenas. He is also barring Cabinet members from attending the hearings.

The corruption of funds during the ongoing pandemic—where over 38,000 of our kababayan have died and thousands of new cases are confirmed daily—is the ultimate crime against the Filipino people. With our families’ lives on the line, we cannot wait several months to elect Duterte out of office. Duterte and Duque must resign now, and be prosecuted for their criminal leadership.

Kami ay mga Pilipino na naninirahan at nagta-trabaho sa Estados Unidos na nagmamalasakit sa aming mga pamilya, kaibigan at kapwa-kababayan sa Pilipinas. Dahil sa aming pag-ibig sa inang-bayan, pinapanawagan namin ang kagyat na pagbitiw nina Pangulong Rodrigo Duterte at Health Secretary Francisco Duque III dahil sa kapabayaan nila sa korupsyon ng mga pondo para sa pandemya sa eskandalo ng Pharmally, at sa pagtatanggol sa mga opisyal na sangkot sa nasabing eskandalo. Sila ay dapat panagutin sa kanilang kriminal na kapabayaan.

Sa partikular, hinayaan ng pamunuang Duterte at Duque III ang mga susunod na inhustisya:

1) PhP 124.65 ($2.5 Billion) ang tinukoy (flag) ng Philippine Commission on Audit (COA) sa mga anomalya ng 9 na ahensya ng gobyerno, na magagamit pa sana sa pagbibigay ng ayudang nagkakahalagang P10 000 ($ 200) sa 12.4 milyong pamilya na tinamaan ng pandemya.
2) Suma total, “misused” o mali ang paggamit ng Department of Health sa P67.3 Billion, at P95.45 million nito ang ginamit sa pagbili ng “overpriced” na suplay ng COVID19 mula sa Pharmally Pharmaceuticals sa tulong ng Department of Budget Management.
3) Ang kasalukuyang mga pagdinig sa Senado ay naka-diskubre ng mas maraming gawaing ilegal ng Pharmally: pagbebenta ng test kits na mag-eexpire sa loob ng 6 na buwan, sa halip na ang 2 taon na rekisito ng gobyerno sa itatagal (shelf life) ng produkto; pagpapalit ng petsa ng paggawa (manufacturing date) ng mga face shield para palabasing hindi pa sila mag-eexpire, atbp.
4) Malinaw ang koneksyon ni Duterte sa Pharmally. Ang Pharmally ay sponsor at pinondohan ni Michael Yang, economic advisor ni Duterte noong 2018 at kaibigan mula pa noong 1999. Nakipagpulong si Duterte sa mga opisyales ng Pharmally International noong 2017. Patuloy na ipinagtanggol ni Duterte si Yang sa mga hearing, sa kabila ng pagsisinungaling sa sinumpaang-salaysay ni Yang ukol sa pagpapautang ng pera sa mga opisyales ng Pharmally
5) Patuloy at tahasang dini-diskaril ni Duterte ang pag-imbestiga ng Senado. Inatasan niya ang pulisya at militar na harangin ang mga pagtatangka ng Senado na ipaaresto ang mga opisyales ng Pharmally na hindi sumusunod sa mga subpoena nito. Hinaharang niya rin ang mga miyembro ng Gabinete na dumalo sa mga pagdinig.

Ang korapsyon ng pondo sa kasagsagan ng pandemya - na kung saan 38000 na kababayan na ang nasawi at libu-libong bagong kaso ang naitatala araw-araw - ang sukdulang krimen sa sambayanang Pilipino. Lalo na’t nakasalalay ang buhay ng mga kapamilya natin, hindi na tayo makaka-antay ng buwan para ihalal ang kapalit ni Duterte. Sina Duterte at Duque ay dapat nang bumitiw sa pwesto, at panagutin sa kanilang kriminal na pamumuno.
