Equality for Cleaners at RCA - End Outsourcing!
Royal College of Art
PETITION TO ROYAL COLLEGE OF ART’S MANAGEMENT
EQUALITY FOR RCA CLEANERS: END OUTSOURCING
The story so far (en español abajo)
Back in 2015, outsourced cleaners at the Royal College of Art won a prolonged battle to secure London Living Wage. In 2024, their employment changed hands to a new company, ‘Derwent FM’, which then changed to PFP Students (‘People for Places’). Last September, our cleaners were given new contracts that threatened the basic rights they’d fought so hard for. They are being denied the rights given to in-house employees. Here are the key issues they’re facing:
Cleaners are being pressured to sign new contracts with no guarantee of London Living Wage annual increases
Cleaning staff are being cut and not replaced, placing enormous strain on existing workers
Sick pay and holiday pay have been unjustly refused to workers, and previously agreed payments have been deducted from workers’ monthly salaries
With support from IWGB (Independent Workers’ Union of Great Britain), the cleaning staff have lodged a formal grievance with PFP Students about how the university is worsening their working conditions, but the company still seeks to evade accountability. After workers were offered some holiday and sick pay benefits, these were then unilaterally revoked, in a shocking move that may be referred to ACAS or even the Employment Tribunal. As a result of this, several cleaners were deducted over £500 in their December pay, which was done without warning. Our cleaners need more support and visibility from the broader RCA community to win this battle, which is why we are asking RCA staff (past and present), students and alumni to sign the petition below.
Our cleaners’ demands
RCA cleaners are asking for contracts that are equivalent to in-house employees of the university. This includes:
London Living Wage including commitment to honour annual increases
Respecting the enhanced holiday allowances previously offered by PfP Students
3 months sick pay
19% pension contributions from the employer
The RCA’s complicity
It is the ultimate hypocrisy that our university is allowing this exploitative treatment of these key workers, who are primarily low-paid, migrant workers from the Global South, and who keep its premises running. This year, the RCA is applying for a Race Equality Charter award for the first time, but as outsourced workers, our cleaners do not directly benefit from the commitments and pledges as part of this. We call on the RCA to:
- Put immediate pressure on PFP Students to fulfil the cleaners’ demands and issue fair contracts in line with these
- Offer official recognition to the IWGB union at RCA, which protects the university’s most vulnerable workers
- End the unethical practice of outsourcing cleaning, security and maintenance staff and commit to in-house employment (as other London universities such as SOAS, LSE and Birkbeck have already done)
- Include these workers in institutional statistics and initiatives as part of the Race Equality Charter
Please sign this petition to support our cleaning staff and let the RCA know we will not tolerate this inequality within our university.

Dear RCA Management,
This petition carries the weight of our RCA community, students and staff coming together to say "No more!" to the exploitation of cleaners at our university. These workers are the bedrock of our community, without whom none of us would be able to study, research or work.
We call on you to do the right thing and bring these workers in-house, end outsourcing at RCA and put in to practice the values that this institution is supposed to represent!
Just as cleaners fought for living wage back in 2015, we are ready to stand with them in whatever action they choose to take to make their voices heard! Cleaners are not invisible, and we stand with them.
