Delaware’s current education funding formula has been described as one of the most outdated, inequitable, and confusing in the country.

Developed over 80 years ago, before desegregation and computers, the system was not built to address the varied needs of students and the changing classroom environment, including increases in technology, mental health services, and college or career advising.

-Inequitable

Our current education funding formula allocates fewer resources to schools with higher needs than most in the country. Research suggests that an additional 100% to 200% in funding should be provided to high-need student groups, such as English learners and low-income students. Delaware education funding formula only provides an additional 2-3%. As a result, students who are struggling academically often do not get the help they need to succeed.

-Confusing

Delaware spends more than a billion dollars a year on education, and it is nearly impossible to evaluate the impact of our investments under the current education funding formula. In order to maximize these investments and know whether students’ needs are being addressed, we—as parents, as taxpayers, as advocates—need more transparency.

Take action now: Right now the battle for reform is in its final stages in the courts, but it appears that minimal change will occur. Our kids' futures are at stake. Now is the time to urge Delaware legislators to look into and support updating our education funding formula during the 2021 legislative session.
