Quincy City Council
Flock Safety is a surveillance company that has contracts with thousands of law enforcement agencies, running surveillance across nearly 7,000 networks, and deploying nearly 90,000 cameras nationwide. Police in Texas, Florida, and thousands of departments nationwide can track Massachusetts drivers in real-time — without a warrant, probable cause, or even reasonable suspicion of wrongdoing
Currently Quincy PD and City Council have a contract with Flock, deploying more than 60 of their cameras across the city. We are calling on the City of Quincy to review their contracts and terminate them. Along with measures to ensure no other contracts are signed. We are calling on the City of Quincy to take immediate actions to ensure the protection of all residents from private surveillance technology. The city of Quincy has signed a contract with the private company Flock Safety to install over 60 Automatic License Plate Readers (ALPRs), across the city.
The data collected by ALPRs is often retained by police departments for considerable periods of time. This allows the government to track where people travel in their cars, including what doctors they go to, what political or religious meetings they attend, and where they sleep at night. Some private companies provide ALPRs to the police free of charge in return for access to the data they collect and the ability to collect fees from private citizens later, such as a vehicle owner they identify as owing outstanding court fees.
This is a clear violation of rights guaranteed by the First, Fourth, and Fourteenth Amendments to the United States Constitution. Therefore, we are calling for the following:
1. The City of Quincy Dissolve its existing Flock Safety Contract with Quincy PD
2. Quincy Adopts an ordinance that puts restrictions/oversight on any future ALPR company (Community Control Over Police Surveillance Model Bill)
