Implement Homeless Intervention At the North Gateway Parcel (2240 Wake Ave.)

Since October 2020 the City Council has mandated the use of land at the former West Oakland Army Base known as the North Gateway Parcel (2240 Wake Ave.) for a massive homeless intervention:
That is why community members are coming together to demand the immediate opening of the North Gateway parcel. We can no longer wait as many continue to suffer in the streets and our neighborhoods have to deal with the impact of ever increasing encampments.

Since October 2020 the City Council has mandated the use of land at the former West Oakland Army Base known as the North Gateway Parcel for a homeless intervention as clauses to resolution 88341:
“FURTHER RESOLVED: The CityAdministration shall immediately work to establish part of the currently unused acreage of the Army Base Site as a place to be for homeless residents living in high sensitivity areas of District 3. This should accommodate both RVs and people living in tents on an emergency basis until negotiations with future tenants are completed; and be it”
As many District 3 constituents have demanded immediate action on the homeless crisis, the District 3 council office has studied many potential sites for intervention. Because of mass development and privatization, options for use of public lands for this purpose are limited. The 22 acre lot at the North Gateway Parcel is the most logical option with the potential to effectively shelter hundreds of the unhoused. Since the beginning of this year the District 3 council office has attempted to work with the city administration to move this process forward yet little progress has been made.
That is why we as District 3 constituents are asking the city administration to take immediate action on this site and open it for use for intervention immediately. We are asking that City Administrator Ed Reiskin and Assistant City Administrator Betsy Lake provide the necessary documentation to the Department of Toxic Substances Control in order to satisfy the final barrier to use and expedite any soil remediation. As the homeless crisis gets increasingly worse we can no longer wait on an institutional process that is slow to respond.
