To the Honorable Governor Greg Abbott:

We respectfully submit this petition requesting clemency for Tilon Carter. This request is made with full recognition of the gravity of the offense for which Mr. Carter was convicted and with sincere compassion for the victims, their families, and all who have been affected. Our intent is not to diminish the seriousness of the crime, but to urge consideration of the broader circumstances, the principles of fairness, and the value of mercy within our justice system.

We ask that you carefully review the mitigating factors presented on Mr. Carter’s behalf, including his personal history, the conditions and influences that shaped his early life, and any concerns raised regarding due process or the proportionality of his sentence. Clemency in this case would affirm Texas’s commitment to a justice system that not only holds individuals accountable but also recognizes the potential for human redemption and the importance of equitable sentencing.
