This is a petition to ensure Trustees are aware of community support for residential development at the southwest corner of Willow and Pfingsten. We are currently faced with a commercial proposal that is too dense, increases traffic and safety risks. This development plan will be reviewed by the Board of Trustees in Glenview.
Petition Guidelines -

- Our strategy includes maximizing the number of signatures at each household. Ask everyone in your household to sign.
- Signers must be at least 18 years old.
- Please forward this petition to others in Glenview and Northbrook. A retail development will negatively impact all drivers on Willow Road.
- The same developer is planning a retail development on the northwest corner of Willow and Pfingsten in Northbrook. We will be setting up a petition for the northwest corner soon.
Residential development - Homes exist at every intersection along Willow Road in Glenview, from Waukegan Road to Landwehr Road. Extending the existing residential neighborhood to Willow Road is the best fit for our community.
Retail development - Most people have concerns about a retail development at this intersection, including:
- Pedestrian and bicyclist safety - Residents in our neighborhood are active. We walk, bike and run. Adding access roads on Willow and across from Plaza Del Prado is inherently dangerous.
- Traffic on Willow - Illinois Department of Transportation rates the traffic today as the worst possible, a Level of Service rating of "F", defined as "jammed conditions where the intersection is over capacity." An access drive on Willow Road will make traffic even worse.
- IDOT will allow only a right-in/right-out access on Willow, much of the traffic for this development will be diverted to Pfingsten.
- Vehicles going west from the development will use side streets to cut through to Landwehr when making a left from the new site is not possible due to jammed conditions.
- Safety - With the high school and hospital just over a mile away, the increased congestion in the area will be disruptive to young drivers and emergency vehicles.
- Accidents - The intersection is already one of the most hazardous in Glenview.
- Vacant retail - Empty store fronts are a national trend. Creating another strip mall in today's over-saturated retail market is reckless.
- Access road on Pfingsten, across from Plaza Del Prado - Four cars simultaneously making left turns at Plaza Del Prado will be unsafe. A high-risk scenario exists if cars move straight across Pfingsten, from one mall to the other.
- Miller and Pfingsten - An additional stream of cars will add to the steady flow of traffic at this intersection, making it even more challenging to turn left onto Pfingsten Road.
- Pedestrian crossing at Miller and all along Pfingsten will be more dangerous.
- Through traffic - Entrance/exits to strip malls make it harder for through traffic to move, causing increased traffic delays.
- Retail shift - Retail at Willow and Pfingsten could take away from Glenview’s designated retail areas, the Downtown District and the Glen Town Center.
- Property values - Home values are likely to diminish as a result of nearby retail.
- Village revenue - According to Village of Glenview staff, revenue from a commercial development would be about the same as the revenue from a residential development.

I am a resident in Glenview or Northbrook and am familiar with the intersection of Willow and Pfingsten. I respectfully request the Village of Glenview Board of Trustees consider re-zoning the entire property at 2660 Pfingsten Rd. in Glenview to R-4 Residential District single family, consistent with recommendation RD-11.2 listed in the 2017 Village of Glenview Comprehensive Plan.
