Make the University of Minnesota Twin-Cities a Sanctuary Campus!
Rebecca Cunningham and the Board of Regents
Students and faculty are not safe on and around campus. Before and during Operation Metro Surge, there were many sightings of ICE on campus and multiple incidents of ICE abductions of UMN students. ICE remains present in Minneapolis and other areas with a high-density of students, threatening the safety of the UMN community. As a response to ICE operations, many universities across the nation, including UMN - Duluth, have implemented sanctuary campus or non-compliance policies.
In contrast, the University of Minnesota - Twin Cities has made no effort in prioritizing the safety and wellbeing of students, sending nothing but meaningless emails after ICE agents abduct and murder our neighbors in the streets. The UMN administration is complicit in ICE behavior and must take an active role in supporting the education of its 5,000 international students. With this in mind, we the petitioners demand action from the university against these threats to our safety, security, and well-being, as students, faculty, and staff.
We, the undersigned, demand:
ICE OUT
Ban all immigration enforcement activity on non-public areas of campus without the presence of a judicial warrant.
De-Flock Dinky
All Automatic License Plate Readers (ALPRs) on & around campus operated by UMN & related organizations must be removed, and all ALPR contracts must be severed. UMN & UMPD must formally agree to not install any future ALPR cameras on or around campus, and that no CCTV data from campus area cameras can be shared with DHS.
End UMPD-ICE Collaboration
UMPD must refuse to sign 287(g) agreements or voluntarily assist ICE or other federal immigration enforcement agencies. UMPD must establish public channels and accountability mechanisms for officers found to be assisting immigration enforcement.
Protect International Students
The University will facilitate the education of international students in the case of visa revocation, and ensure the implementation of signs on interior doors across campus, indicating that those areas are private spaces, requiring federal agents to get judicial warrants to enter. The administration must publicly declare that the University of Minnesota - Twin Cities is a sanctuary campus.
Stop Keeping Students in the Dark
Publicly report, without using Artificial Intelligence, current contracts and leases with UMPD, DHS, ICE, Flock, and any other ALPRs. The administration must also publish any requests from DHS for assistance, student information, building access, and the University’s response to show that they prioritize the safety of students.
