Offener Brief in Solidarität mit dem ecuadorianischen Volk und dem Nationalen Streik 2025

Seit mehr als zwei Wochen, seit dem von der CONAIE (Konföderation der indigenen Nationalitäten Ecuadors) am 18. September 2025 ausgerufenen nationalen Streik, zeigen die brutal gewaltsamen Ergebnisse und die zunehmende Repression gegen das ecuadorianische Volk erneut das Handbuch des Staatsterrorismus der aktuellen rechten Regierung von Daniel Noboa.

Die tragische Bilanz: die Ermordung des Kichwa-Gemeindemitglieds Efraín Luis Fuerez in Cotacachi am 28. September, dutzende Festnahmen und weitere Verschwundene aus den Provinzen Imbabura, Pichincha, Bolívar, Chimborazo und Cotopaxi – kriminalisiert als „Terroristen“, nur weil sie ihr legitimes Recht auf Protest ausüben. Hinzu kommen die Verfolgung sozialer Führungspersönlichkeiten, die Besetzung von Territorien durch staatliche Repressionskräfte sowie die beschleunigte Eskalation polizeilicher und militärischer Gewalt auf den Straßen.

Der nationale Streik ist die Antwort des organisierten Volkes auf die systematischen Verletzungen seiner in der Verfassung verankerten Grundrechte – auf die Krise in Sicherheit, Gesundheit und Bildung, die durch die neoliberalen und narco-staatlichen Politiken Noboas verschärft wurden.

Der Aufstand begann, nachdem die Regierung am 12. September 2025 per Präsidialdekret Nr. 126 die Abschaffung des Diesel-Subsidiums beschlossen hatte. Dies führte zu einer drastischen Preiserhöhung, die nicht nur Bäuerinnen, Transportarbeiterinnen und indigene Gemeinschaften, sondern die gesamte Gesellschaft trifft, da sie die gesamte Produktionskette verteuert.

Darüber hinaus genehmigte die Drogenregierung das Mega-Bergbauprojekt Loma Larga im Hochmoor von Quimsacocha (Provinz Azuay) – trotz des klaren Mandats einer Volksabstimmung, in der sich die Bevölkerung massenhaft gegen den Megabergbau ausgesprochen hatte. Dies sind nur die jüngsten Maßnahmen, mit denen die Regierung die soziale Kluft vertieft, das Land ausplündert und wie eine private Hacienda behandelt.

Die Allianz der Menschenrechtsorganisationen Ecuadors berichtete bis zum 28. September von insgesamt 48 Verletzten, 63 Festnahmen, 6 Verschwundenen und einer außergerichtlichen Hinrichtung. Noboa und seine Komplizen haben Blut an den Händen. Ihre sogenannte nationale Sicherheitspolitik, in Kooperation mit den USA und Israel, versucht die Stimmen des Volkes, seinen Kampf, seine Einheit und die aus Widerstand gewachsene Geschichte zum Schweigen zu bringen.

Wir Unterzeichnenden verurteilen die systematischen Menschenrechtsverletzungen während des Nationalen Streiks 2025, fordern Schutz der Inhaftierten und verlangen Gerechtigkeit sowie das Auffinden der bis heute verschwundenen Personen.

Wir rufen die internationalen Menschenrechtsorganisationen, soziale Bewegungen und politische Organisationen dringend dazu auf, die vom Noboa-Regime ausgeübte Repression gegen das organisierte Volk zu verurteilen. Heute gilt es mehr denn je: solidarisch zu sein, uns zu mobilisieren, zu protestieren und die Stimme derjenigen zu verstärken, die auf den Straßen Widerstand leisten gegen den pro-imperialistischen Stiefel, der Ecuador zu einer Opferzone degradiert.

Wir unterstützen den Nationalen Streik, die legitimen Gründe des sozialen Protests und den Aufruf zur Volksmobilisierung seitens der CONAIE, deren Forderungen sind:

-Aufhebung des Dekrets Nr. 126

-Senkung der Mehrwertsteuer von 15 % auf 12 %

-Sofortige Freilassung der 12 zu Unrecht in Otavalo inhaftierten Personen

-Respekt vor dem Recht auf Protest und Organisation, garantiert durch die Verfassung

-Ende der Ausweitung von Bergbau und Erdölförderung.

Wir solidarisieren uns mit den Familien, den Gemeinschaften und dem Volk von Ecuador, die in ihrer legitimen Wut und mit dem Mut des historischen Kampfes heute einem der verkommensten und undemokratischsten Regierungen des Kontinents und der Welt gegenüberstehen.

Open letter in solidarity with the Ecuadorian people and the 2025 National Strike

So many times they killed you,
so many times you will rise again,

More than two weeks after the national strike called by CONAIE (Confederation of Indigenous Nationalities of Ecuador) on 18 September 2025, the brutally violent results and growing repression against the Ecuadorian people once again reveal the state terrorism manual of Daniel Noboa's current right-wing government. The tragic outcome is the murder of our fellow Kichwa community member, Efraín Luis Fuerez, in Cotacachi on 28 September; dozens of people detained and others disappeared from the provinces of Imbabura, Pichincha, Bolívar, Chimborazo, and Cotopaxi, accused of being terrorists for exercising their legitimate right to protest; the persecution of social leaders; the occupation of territories by the State’s repressive forces; and the accelerated escalation of police and military repression in the streets.

The national strike is a response by the organised people to the systematic violations of their fundamental rights protected by the Constitution, and to the crisis in security, health and education caused by Noboa's neoliberal and narco-state policies. The popular uprising began after the government approved, through Executive Decree No. 126, the elimination of the diesel subsidy on 12 September 2025, thus increasing its price. This measure affects not only farmers, transport workers, and indigenous communities but society as a whole, as it raises costs across the entire production chain. In addition to this, the narco-government approved the Loma Larga mega-mining project in the Quimsacocha páramo (Andean high-mountain ecosystem, Azuay province), disregarding the mandate of the popular consultation in which the people voted overwhelmingly against mega-mining. These are only the most recent examples of how the government continues to deepen social inequality through its policies of plunder and by running the country as though it were his private estate.

The Alliance of Human Rights Organisations of Ecuador reports, as of 28 September, a total of 48 people injured, 63 detained, 6 disappeared, and one extrajudicial execution. Noboa and his servile clique have blood on their hands, and their national security policy—carried out in cooperation with the United States and Israel—aims to silence the voices of the people, their struggle, their unity, and the history forged through their resistance.

We, the undersigned, denounce the systematic violation of human rights during the 2025 National Strike, demand protection of the integrity of those detained, and call for justice and the safe return of the disappeared who remain unaccounted for. We issue an urgent appeal to international human rights organisations, social movements, and political organisations to condemn the repression unleashed by the Noboa government against the organised people. Today more than ever we must show solidarity, mobilise, denounce, and amplify the voice of popular organisation resisting in the streets against the pro-imperialist boot that is reducing Ecuador to a sacrifice zone.

We support the National Strike, the legitimate causes of social protest, and the call for popular mobilisation by CONAIE, whose demands are:

-The repeal of Decree 126

-The reduction of VAT from 15% to 12%

-The immediate release of the 12 people unjustly detained in Otavalo

-Respect for the right to protest and organise, enshrined in the National Constitution

-An end to mining and oil expansion

We stand in solidarity with the families, the communities, and the people of Ecuador, who in their legitimate anger and with the courage of historic struggle now confront one of the most vile and anti-democratic governments of the continent and the world.
