Dear Minister,

We are writing to you on behalf of Basic Income for Farmers (BI4Farmers) to express our grave concern over the recent decision to cap the Sustainable Farming Incentive (SFI) subsidy scheme and pause new applications. This abrupt move has created widespread uncertainty for farmers, farmworkers, and food producers across England — many of whom had already factored this support into their financial planning. We urge you to take immediate action by expanding the SFI budget, reopening applications, and working towards a more just and equitable food system by exploring a Basic Income for all agricultural workers in order to encourage a more resilient and sustainable food supply.

Farmers are the backbone of the UK’s food system. They work tirelessly to provide us with safe, nutritious and high-quality food whilst stewarding the land, enhancing biodiversity and contributing to rural economies. Yet many farmers face precarious financial conditions. Rising input costs, supply chain disruptions, extreme weather events and the cost of living have continued to squeeze agricultural workers.

The decision to cap SFI applications has removed the financial security it was intended to bring about and which farmers desperately need. Farmers were promised that post-Brexit subsidy schemes would replace lost EU funding, yet the reality has been a pattern of unpredictable policy shifts and the continuous erosion of trust and stability in British farming. The current SFI situation has left many small-scale and agroecological farmers struggling to plan for the future. Their recent hard-won battle to become eligible for government support after years of exclusion was a breakthrough which must be seen through fully. Some farmers have already incorporated expected SFI payments into their annual budgets, only to now be left in financial limbo. This kind of unpredictability is unsustainable.

Amelia Greenway from Springwater Farm epitomises how small-scale farmers will be left with no government support at all:

“Receiving SFI payments would have helped deliver financial stability for our small farm. SFI would have finally rewarded us financially for the standard of farming we deliver, now that has been scrapped there is no financial security for us going forward. It's been a real blow. We don’t know where we’re going to go. There’s going to be many farmers going out of business in the next few years because of this and there’s many farms that will now not be able to transition into more sustainable ways of farming because they don't have the financial stability to do so”.

It would be detrimental economically, ecologically and politically to pull the rug out from under our nation's most pioneering producers when the government's approach was just starting to return hope to the sector.

We strongly support calls from the Nature Friendly Farming Network (NFFN) and the Landworkers’ Alliance (LWA) for an interim support scheme to provide emergency financial assistance to those most impacted by the SFI application cap. However, short-term fixes will not resolve the deeper issue — farmers need long-term, stable financial security to weather increasing economic and environmental challenges. The UK needs a support system that is not only reliable but transformative.

That is why we are calling for an exploration of Basic Income for all agricultural workers. Our campaign for a Basic Income for Farmers would provide regular, guaranteed payments, ensuring farmers, farmworkers, and food producers are supported as they lead the transition towards a resilient, sustainable, and thriving food system.

Last year, our report produced with The Autonomy Institute highlighted the urgent need for a Basic Income for Farmers (BI4F) to successfully create a thriving agroecological economy for the country. The report highlighted how current support structures fail to provide the stability needed and indeed the sudden cap on SFI applications reinforces this reality and weakens the sector. Support for the sector has begun to improve but still lacks strong foundations and is inconsistent. We believe the time has come to rethink agricultural support, ensuring it is grounded in fairness, security, and long-term sustainability.

We would like to request a meeting between yourself and representatives of BI4Farmers to discuss our report findings and the viability of a Basic Income for Farmers. We’re interested in timely and collaborative innovations that can bring about our nation's food system resilience in the next few years, and we know you share this objective.
