Stop voter data sharing with Palantir
Members of Congress
New documents show that ICE tried to hand voter data from at least six states to Palantir. Palantir is the private surveillance company behind ELITE, an app that maps “target-rich” neighborhoods and gives agents dossiers that include people’s home addresses. When you register to vote, you give the government your name and address so you can take part in our democracy. You do not give it so you can be tracked, mapped, and targeted. Using voter rolls this way turns the act of voting into a risk.
This is how intimidation works. It doesn’t take a crowd at the polling place. It just takes the fear that registering, updating your address, or showing up could put you or your family in danger. That fear lands hardest on immigrant, Black, and Brown communities, the same communities already hit by purges, redrawn maps, and closed polling places.
When people are afraid to vote, democracy gets weaker for all of us. Congress has the power to investigate and stop this, and it’s our job to make sure they use it.

Dear Members of Congress
We the undersigned request urgently needed oversight and an investigation by Congress into the attempted sharing of voter data between the U.S. Immigration and Customs Enforcement (ICE) and private data surveillance firm Palantir Technologies. This alarming and unreasonable violation of citizens' privacy profoundly threatens the integrity of our elections and harms the foundation of our democracy. It is reasonable to suspect that the sharing of voter data with Palantir violates the constitutional rights, voting rights and civil rights of Americans. Therefore, Congress must use its oversight powers to investigate and intervene — to ensure free and fair elections and uphold democracy.
Recent documents obtained by Democracy Forward through a Freedom of Information Act lawsuit against ICE suggest that ICE attempted to share voter data obtained by DOJ from at least six states with Palantir. According to HSI documents from June 2026, voter data shared by ICE was "pending Palantir entry into ELITE." Enhanced Leads Identification & Targeting for Enforcement (or "ELITE") is a controversial app created by Palantir that has been described as an invasive mapping and surveillance system for ICE. ELITE app is currently under scrutiny by U.S. Congress and there has been at least one lawsuit filed that alleges that ICE has used ELITE in raids that have resulted in the arrest of green card holders, or even U.S. citizens. ELITE surveys geographic areas to identify "target-rich" neighborhoods and deliver detailed dossiers on individuals, including home addresses to ICE agents in map form.
Congress must exercise its oversight authority and investigate the alleged voter file sharing with Palantir Technologies. If elections are to be free and fair, voters must be protected from intimidation. Palantir co-founder Peter Thiel has infamously stated: “I no longer believe that freedom and democracy are compatible.” We call on Congress to defend American democracy as well as our constitutional and civil rights by immediately intervening to investigate and provide congressional oversight.
