Pass an ICE Non-Cooperation Ordinance in Contra Costa

Inspired by the Summer 2025 TRUTH Act and ICE’s expanding presence in Contra Costa, the Contra Costa Immigrant Rights Alliance and its allies have been advocating for a non-cooperation ordinance that:

  • Prohibits the usage of our county’s resources and funds for ICE operations.

  • Calls for the creation of county-wide policies to protect county workers.

  • Safeguards our county data from being raided by ICE agents.

  • Ensures that county contractors do not comply or cooperate with ICE agents.

  • Demands that the Sheriff Department report its contact with federal agencies.


Local ordinances are one answer to the aggressive federal immigration enforcement tactics being deployed. To date, the City of San Diego, the City of Lynwood, and the County of Los Angeles have passed protections. It is time for Contra Costa to pass protections for our community. The ordinance is currently being discussed at the Board of Supervisors’ Equity Committee.

We are asking residents of Contra Costa to reach out to their offices to urge the Supervisors to introduce a non-cooperation ordinance that covers the totality of our county’s resources, including contractors, and is written as an ordinance that will be respected as law.

We are grateful to the committee for its work introducing a non-cooperation ordinance. As you continue drafting the language, we encourage you to create an ordinance that covers the totality of our county’s resources, including contractors, and is written in a manner that will be respected as law.

This includes:

Drafting an ordinance, not a policy, and including standardized implementation language regarding severability and an implementation date.
Remove language that allows for individual department policies to override this countywide measure.
Include language that covers compliance with county contractors. It is the county’s responsibility to ensure that we are not using our county dollars on contractors that will route collected information to fusion centers, where ICE uses AI to mine data to track and surveil our communities and neighborhoods.

To date, the City of San Diego, the City of Lynwood, and the County of Los Angeles have passed strong protections. It is time for Contra Costa to pass a full and enforceable ordinance.

During these unprecedented times, we are looking to our local elected officials to ensure that our resources are not made available for ICE and CBP’s violent operations that have taken the ultimate toll on communities.
