Dear Governor Newsom,

In September 2017, as you prepared to run for governor, you pledged:

“There’s no reason to wait around on universal health care and single-payer in California ... you have my firm and absolute commitment as your next governor that I will lead the effort to get it done. We will have universal health care in the state of California.” (CalWatchdog, May 15, 2019)

During the 2018 general election, you reaffirmed that commitment:

“My opponents, they call it snake oil. I call it single-payer … It’s about access, it’s about affordability — it’s about time, Democrats … this is more than a political campaign — it was about Democrats acting like Democrats in a battle for the soul of America …”

CalCare (AB 1900) delivers on that promise. CalCare would create a publicly financed, privately delivered health care system guaranteeing coverage for every California resident. Doctors, hospitals, and clinics remain privately run, while the state pays medical bills through a single public fund—eliminating premiums, deductibles, and co-pays.

A recent statewide poll found that 79% of Californians support a government-guaranteed health care program (Public Policy Institute of California, Californians and Their Economic Well-Being, 2025). The United States spends far more on health care than other nations, yet achieves worse outcomes. California is the world’s fourth-largest economy; we can pass policy that saves lives and reduces costs.

Under your leadership, earlier versions of this legislation — AB 1400 and AB 2200 — failed to reach your desk. The California Democratic Party platform calls for single-payer health care, and Democrats hold a supermajority in both the Assembly and the Senate. As Governor and leader of your party, you have the authority to ensure AB 1900 advances. If this measure again fails to reach your desk, it will reflect a lack of executive support.

The bottom line: Passing CalCare is the test.
Governor Newsom, if you cannot do it with a Democratic supermajority, you cannot deliver as President.

Pass AB 1900. 

Guarantee health care as a human right.
