Petition Opposing the Historic District Designation of Ingleside Terraces

We, the undersigned, oppose the proposed historic district designation of Ingleside Terraces. This effort is a thinly veiled attempt to block housing development in a time of urgent need.

San Francisco must build tens of thousands of homes to address a severe housing crisis. Wealthy, low-density neighborhoods like Ingleside Terraces must contribute their fair share. Instead, this historic designation is being used to sidestep state housing laws and entrench exclusionary zoning.

Why We Oppose the Designation:

  • Weaponized Preservation: Historic status is being misused to prevent change—not to protect truly historic assets.

  • Entrenched Inequity: Ingleside Terraces has a legacy of exclusivity. Blocking new housing perpetuates segregation and inequality.

  • Climate and Housing Goals: Preventing infill housing near transit increases sprawl, pollution, and car-dependence.

  • Displacement Elsewhere: When affluent areas avoid growth, pressure shifts to working-class and renter-heavy neighborhoods.

We support preserving significant structures—not freezing entire neighborhoods. Real preservation and housing development can coexist.

Our Request:

We call on the California Office of Historic Preservation to reject this designation unless it undergoes full review for compliance with housing laws. San Francisco must be a city for everyone, not a protected enclave for a few.
