Whatcom County Council
Civil detention facilities cause serious harm to individuals and families, including prolonged detention without adequate due process, family separation, and violations of basic civil and human rights. Harms to individuals and families also harm the community. Whatcom County has a unique responsibility - and opportunity - to prevent harm by protecting the dignity, health, and safety of all residents. Our community should be welcoming and inclusive — not a site for federal civil enforcement operations.

Civil detention and enforcement facilities have no place in our county, or our country.
We, the undersigned residents of Whatcom County, urge the Whatcom County Council to adopt the "Civil Detention and Enforcement Facility Prohibition Ordinance" to amend the County’s zoning code to prohibit civil immigration detention centers, processing facilities, and related enforcement infrastructure from being established or expanded anywhere within Whatcom County including within all city limits.
