When HB26-1411 moved through the House last week, more than 40 organizations across Colorado came together to protect Cover All Coloradans.
Now that the bill is moving in the state senate, we’re building on that momentum and inviting you to add your name to protect health equity in Colorado.
Representative Lorena Garcia, alongside Representatives Velasco and Zokaie, showed what it looks like when elected leaders move with courage and community at the center, advancing an amendment to restore access to health care for immigrant children and pregnant people in Colorado, and pushing further to include dental benefits.
That amendment passed in the House. Now, the Senate must decide what happens next.

Protect the communities you represent by protecting Cover All Coloradans and upholding the state’s commitment to health equity.
We, the undersigned organizations, write to affirm our commitment to the communities we serve and to express our deep concern regarding proposed changes to the Cover All Coloradans program, including enrollment caps, spending limits, and benefit reductions. Cover All Coloradans provides access to Medicaid-like coverage for children and pregnant people who meet all Medicaid eligibility requirements, except for immigration status.
We call on Colorado legislators entrusted to represent our communities to:
- Support amendments to restore equitable access to healthcare
- Oppose any additional cuts or changes that limit equitable access to healthcare
- Protect health equity by speaking up in support of Cover All Coloradans during floor debate
We believe our legislators can meet this moment with leadership that reflects our shared values: protecting access to care, advancing health equity, strengthening public health, and ensuring that no one – especially those with the fewest options – is forced to go without the care they need.
Program Changes & Community Impact
The Governor’s administration proposed an aggressive agenda of cuts to Cover All Coloradans. The ones approved by the Joint Budget Committee — though less aggressive – still represent a substantial shift away from the intent and design of the Cover All Coloradans program. These changes would significantly downgrade the quality of care by reducing access to managed and integrated care and behavioral health services, capping dental benefits at $750 annually, freezing enrollment in long-term services and supports for children, and implementing a children’s enrollment and spending cap.
The changes come after three years of intentional investment to build awareness, trust, and participation in the program. Families were encouraged to enroll, use their coverage, and seek preventive and early care, exactly as the program was designed.
Now, access to care is being restricted at a moment when it is most needed. As preventable diseases re-emerge and communities continue recovering from the impacts of COVID-19, limiting access to preventive care, vaccinations, and early treatment increases risk for all of us.
Restricting access to care leads to delayed care, increased reliance on emergency services, higher uncompensated care costs, worsening health outcomes, increased public health risks, and added strain on families and communities already navigating barriers to care.
We, the undersigned organizations, stand together in calling for equitable, just, and humane decisions that protect the health equity in Colorado.
