Re-legalize neighborhood commercial establishments

Having more commercial amenities in every Bend neighborhood - like corner stores, barbers, and coffee shops - is something many people in Bend would love to see.

One way that we can accomplish that is to re-legalize the straightforward creation of places like Bruno's, a beloved neighborhood corner store at 6th and Revere.

In Bend's pre-zoning days (ending after WWII) it was possible to just go right out and open a shop. These days, there are too many unnecessary barriers to opening something as simple as a corner store in a residential neighborhood to the point that it's unviable from a business perspective.

We would like to change that, so that it's easy for would-be entrepreneurs to create small-scale,  neighborhood businesses that are easy for everyone to walk or bike to.
