Restricting Police Use of Force in Maryland
Governor Larry Hogan and House Judiciary Chair Luke Clippinger
We call on Governor Larry Hogan and House Judiciary Chair Luke Clippinger to support commonsense reforms to the use of force by police in Maryland. These include:
(A) HB 1309 sponsored by Delegate Debra Davis and (B) HB 1090 (Anton's Law) sponsored by Delegate Gabe Acevero. Neither bill has made it out of the Judiciary Committee chaired by Clippinger.
Del. Davis's bill specifically restricts the use of force against handcuffed or restrained individuals. Del. Acevero's bill mandates that Maryland State Police develop a uniform citizen complaint process, and require that those filing complaints receive copies of their investigatory files and copies of all prior complaints filed against the police officer in question.
