In a scheme that a judge called a “bait and switch,” a hotel developer illegally demolished two motels with dozens of low-cost guest rooms and replaced them with the high-end Shore Hotel without a proper permit. In 2019, the California Coastal Commission levied a historic $15 million penalty against the Shore for their acts.


On July 9, Santa Monica City Councilmembers, including Mayor Phil Brock and Councilmember Christine Parra appointed Jon Farzam, Co-Owner of the Shore Hotel, to a city board, replacing social justice advocate and Rent Control Board Chair Ericka Lesley.
