Protect NYC’s Industrial Jobs—Don’t Dismantle the IBSP Program

The Industrial Business Service Provider (IBSP) program helps keep good-paying, accessible jobs in our neighborhoods and supports the businesses that make, build, and move New York City. Losing it would weaken our industrial sector and the communities that depend on it. Without the IBSP program, many industrial businesses will lose the support they rely on to stay in New York City—accelerating displacement, business closures, and job loss.

We, the industrial and manufacturing businesses and community members, call on the New York City Department of Small Business Services (NYC SBS) to reverse course on a decision that threatens the future of New York City’s industrial sector.

For more than 40 years, the Industrial Business Service Provider (IBSP) program has been a critical lifeline for manufacturers and industrial businesses—helping us navigate real estate challenges, permitting, financing, workforce development, and complex regulations. This support has sustained thousands of good-paying, accessible jobs and kept businesses rooted in our communities.

Now, NYC SBS is proposing to eliminate this proven program. This is not a transformation—it is a rollback of essential services that industrial businesses rely on every day.

At a time when rising costs, displacement pressures, and infrastructure challenges already make it difficult to operate in New York City, removing dedicated industrial support will only accelerate business closures and job loss.

We stand with Evergreen and the Industrial Jobs Coalition in calling on NYC SBS to:

- Remove industrial business support from the Business Solutions Center RFP
- Extend existing IBSP contracts by one year to ensure continuity of services
- Work directly with industrial organizations to design a modernized program that truly meets the needs of manufacturing and industrial businesses

New York City cannot afford to lose the businesses that build, make, and move our economy.
