            Save the Syrian Al-Jazira
We, as a citizens of Syrian Arab Republic at home and abroad, declare through this broad statement our adherence to the unity of Syria, land and people, and our absolute rejection of all projects of domination and division that target the Syrian Al-Jazira region, represented by the governorates of Al-Hasakah, Deir Ezzor, Al-Raqqa, and parts of the governorate of Aleppo.
We stand united against the violations that affect humans, land, and identity, and we call for the return of the authority of the Syrian state to these regions, and the end of the control exercised by the Syrian Democratic Forces (SDF) and the militias of the Kurdistan Workers' Party (PKK) that cross the borders”
We affirm
1- The Syrian Al-Jazira is a home of cultural and social diversity that was and will remain Syrian. It cannot be controlled by an imposed armed system that consecrates privileges for one component at the expense of the rest of the components—Arab, Kurdish, Turkmen, Syriac, Assyrian, and Armenian—in an attempt to strengthen division among its people and residents with the aim of separating it from the Syrian state by playing the card of minorities.
2- All Syrians are equal in rights and duties, and the Syrian Revolution was launched for the principles of freedom, dignity, and equality, according to the constitution and the law.
3- The practices of what is known as the Syrian Democratic Forces ('SDF') and the Kurdistan Workers' Party ('PKK') militia are systematic actions that amount to crimes against humanity according to Article 7 of the Rome Statute of the International Criminal Court, and include willful killing, detention outside the authority of the law, imprisonment, torture, and forced displacement, in addition to the sabotage of public state property and private property of residents, the recruitment of children and minors, uprooting them from their schools and families, and depriving them of education. The United Nations documented 231 verified cases in its annual report in 2023, and Human Rights Watch documented other cases in its report in 2024.
We reject
1.The practices of 'SDF' under the pretext of combating terrorism, which include killing, enforced disappearance, arbitrary detention, imprisonment, torture, forced displacement, and the emptying of villages of their original inhabitants, as these practices were mentioned in reports by the United Nations, Human Rights Watch, and the Syrian Network for Human Rights.
2.The recruitment of children and minors, separating children from their families, and depriving tens of thousands of children of the right to education by closing schools or imposing exclusionary political curricula, which violates Article 38 of the Convention on the Rights of the Child and UN Resolutions 1612, 2143, and 2427.
3.The spread of drugs and Captagon in areas under the control of 'SDF' through the management and protection of Captagon and drug factories, their distribution, and the overlooking of their promotion in the governorates of the Syrian Al-Jazira, turning the Syrian Al-Jazira and its governorates into an international hub for the smuggling and trade of drugs to Iraq, Turkey, and the Arab Gulf States.
4.Crimes against the environment and public health through the extraction and refining of oil using primitive methods and burning oil near residential neighborhoods, which has created oil swamps that contaminated drinking water in the governorates of Deir ez-Zor and Al-Hasakah, resulting in chronic respiratory diseases, intestinal infections, and cases of poisoning, in addition to cases of cancer and bronchitis and pneumonia among the residents of these areas."
5.Preventing the entry of journalists, media professionals, and local and international media correspondents from monitoring the reality on the ground in the Syrian Al-Jazira, and the reality of the residents and life."
6.Establishing networks of tunnels and fortifications under residential neighborhoods, which has damaged and weakened the infrastructure and caused harm to farms and residential areas.
7. Plundering Syria's resources and monopolizing them and depriving the Syrian people of all segments of its revenues and wealth, especially since the main cities in Syria suffer from poor electricity and fuel services.
8. Stubbornness in implementing the March 10th agreement signed with the Syrian Government and attempting to circumvent it, which obstructs any horizon for a political solution.
The Demands
1- Obligating the Syrian Democratic Forces ('SDF') to implement the March 10th agreement signed with the Syrian Government in Damascus, under the auspices of the United States, and to stop the stubbornness and circumvention of its provisions to waste time and evade the extension of Syrian Government authority over the lands of the Syrian Al-Jazira.
2- Treating all residents of the Syrian Al-Jazira as equal citizens in rights and duties, and ceasing the dissemination of hate speech that increases division among Syrians.
3- Halting the violations and practices against the people of the Syrian Al-Jazira and the original inhabitants—practices that were referred to, which amount to crimes against humanity and cause damage to lives, the environment, and agriculture.
4- Handing over the ISIS file to the Syrian Government, including detainees, prisons, and camps, and stopping the political exploitation of this file.
5- Dismantling the training camps that harbor outlaws, followers of Bashar al-Assad's regime, and some who seek to undermine the security and stability in Syria.
6- Bringing the outlaws and those who committed violations against Syrians and the people of the Syrian Al-Jazira to justice for investigation and trial according to Syrian laws.
7- Guaranteeing the return of the displaced persons and the people of the region to their residences, homes, and work.
Conclusion
The signatories of this petition stand in solidarity with their people in the Syrian Al-Jazira region and with the efforts aimed at the unity of Syria. They simultaneously condemn all violations and practices against the people of the Syrian Al-Jazira, including killing, arrest, and forced displacement of the indigenous population in the region.
They demand a political solution that achieves a state of citizenship for all Syrians, and they thank all countries keen on the unity and stability of Syria.

نحن أبناء سوريا في الداخل والمهجر نعلن من خلال هذه العريضة تمسكنا بوحدة سوريا أرضاً وشعباً ورفضنا القاطع لكل مشاريع الهيمنة والتقسيم التي تستهدف الجزيرة السورية والمتمثلة بمحافظات الحسكة والرقة ودير الزور وأجزاء من محافظة حلب ونقف صفاً واحداً ضد الانتهاكات التي تطال الانسان والارض والهوية وندعو الى
عودة سلطة الدولة السورية الى هذه المناطق
وانهاء السيطرة التي تمارسها قوات سوريا الديمقراطية المدعوة اختصارا قسد وميليشيات حزب العمال الكردستاني البي كي كي والعابرة للحدود
نؤكد
1-إن الجزيرة السورية موطن لتنوع ثقافي واجتماعي كانت وستبقى سورية، ولا يمكن أن تتسلط عليها منظومة مسلحة ضيقة الأفق تكّرس الامتيازات لمكون واحد على حساب باقي المكونات العربية والكردية والتركمانية والسريانية والآشورية والأرمنية، محاولةً تعزيز التفرقة بين أهلها وسكانها بغية فصلها عن الدولة السورية باللعب بورقة الأقليات.
2- أن السوريين متساوون في الحقوق والواجبات وأن الثورة السورية قامت لأجل مبادئ الحرية والكرامة والمساواة وفق الدستور والقانون
3-أن ممارسات ما يعرف بقوات سوريا الديمقراطية «قسد» وميليشيا حزب العمال الكردستاني «PKK» هي أفعال ممنهجة ترقى لجرائم ضد الانسانية وفقاً للمادة 7 من نظام روما الأساسي للمحكمة الجنائية الدولية وتتمثل في القتل العمد والاعتقال خارج سلطة القانون والاحتجاز والتعذيب والتهجير القسري إضافة لتخريب الممتلكات العامة للدولة والخاصة للسكان وتجنيد الأطفال والقاصرات واقتلاعهم من مدارسهم وعائلاتهم وحرمانهم من التعليم وقد وثقت الأمم المتحدة 231 حالة تحققت منها في تقريرها السنوي عام 2023 ووثقت منظمة هيومن رايتس ووتش حالات أخرى في تقريرها عام 2024.
واننا نرفض
1-ممارسات «قسد» تحت ذريعة مكافحة الارهاب من القتل والاخفاء القسري والاعتقال التعسفي والاحتجاز والتعذيب والتهجير القسري وتفريغ القرى من سكانها الأصليين كما وردت هذه الممارسات في تقارير الأمم المتحدة ومنظمة هيومن رايتس ووتش والشبكة السورية لحقوق الانسان.
2- تجنيد الأطفال والقاصرات وابعاد الأطفال عن عائلاتهم وحرمان أكثر من عشرات الأطفال من حق التعليم عبر اغلاق المدارس أو فرض مناهج دراسية ذات طابع سياسي اقصائي مما يخالف المادة 38 من اتفاقية حقوق الطفل والقرارات الأممية 1612 - 2143-2427.
3انتشار المخدرات والكبتاجون في مناطق سيطرة «قسد» من خلال إدارة وحماية معامل الكبتاجون والمخدرات وتوزيعها والتغاضي عن ترويجها في محافظات الجزيرة السورية وتحويل الجزيرة السورية ومحافظاتها بؤرة دولية لتهريب وتجارة المخدرات إلى العراق وتركيا ودول الخليج العربي .
4. الجرائم بحق البيئة والصحة العامة من خلال استخراج وتكرير النفط بطرق بدائية وحرق النفط بالقرب من الأحياء السكنية مما شكل مستنقعات نفطية تسببت بتلوث مياه الشرب في محافظتي دير الزور والحسكة ونتج عنه أمراض تنفسية مزمنة وإلتهابات معوية وحالات من التسمم بالاضافة لأمراض السرطان والتهاب القصبات الهوائية والرئتين لدى سكان هذه المناطق.
5. منع دخول الصحفيين والاعلاميين ومراسلين وسائل الاعلام المحلية والعالمية لرصد واقع الحال في الجزيرة السورية وواقع السكان والحياة .
6. انشاء شبكات الأنفاق والتحصينات تحت الأحياء السكنية مما أضر البنية التحتية وأضعفها وتسبب بأضرار في المزارع والأحياء السكنية .
7.سلب موارد سوريا والاستئثار بها وحرمان الشعب السوري بكافة أطيافه من عائداتها وخيراتها لا سيما أن المدن الرئيسية في سوريا تعاني من تدني خدمات الكهرباء والوقود.
8. التعنت في تنفيذ اتفاق العاشر من مارس الموقع مع الحكومة السورية ومحاولة الالتفاف عليه مما يعطل أي أفق للحل السياسي.
المطالب
1-إلزام قوات سوريا الديمقراطية «قسد» بتنفيذ اتفاق العاشر من مارس مع الحكومة السورية الموقع في دمشق وبرعاية الولايات المتحدة وعدم التعنت والالتفاف على بنوده لاضاعة الوقت والتنصل من بسط سلطة الحكومة السورية على أراضي الجزيرة السورية.
2- التعامل مع جميع سكان الجزيرة السورية كمواطنين متساويين في الحقوق والواجبات والتوقف عن بث خطاب الكراهية الذي يزيد من التفرقة بين السوريين .
3- التوقف عن الانتهاكات والممارسات ضد أهل الجزيرة السورية والسكان الأصليين هذه الممارسات التي تم الإشارة لها والتي ترقى لتكون جرائم ضد الإنسانية وتلحق الضرر بالأنفس والبيئة والزراعة .
4-تسليم ملف تنظيم داعش للحكومة السورية بما يشمل المعتقلين والسجون والمخيمات ووقف الاستغلال السياسي لهذا الملف.
5- تفكيك معسكرات التدريب والتي تحتضن الخارجين عن القانون وأتباع نظام بشار الأسد وبعضاً ممن يسعون للنيل من أمن وسلامة الاستقرار في سوريا.
6- تقديم الخارجين عن القانون ومن ارتكبوا انتهاكات بحق السوريين وأهل الجزيرة السورية إلى العدالة للتحقيق معهم ومحاكمتهم وفق القوانين السورية.
7- ضمان عودة المهجرين وأهل المنطقة لمساكنهم وبيوتهم وأعمالهم .
الخلاصة
إن الموقعين على هذه العريضة يتضامنون مع أهلهم في الجزيرة السورية ومع الجهود الرامية لوحدة سوريا أرضاً وشعباً ويستنكرون بالوقت ذاته جميع الانتهاكات والممارسات ضد أهل الجزيرة السورية من قتل واعتقال وتهجير قسري للسكان
الأصليين في المنطقة ويطالبون بالحل السياسي الذي يحقق دولة المواطنة لجميع السوريين.
ويشكرون جميع الدول الحريصة على وحدة واستقرار سوريا.
