During the Covid-19 pandemic, people detained at Stewart Detention Center (SDC) contacted El Refugio and shared countless reports of abuse and neglect. They reported solitary confinement being used to isolate sick people, limited access to personal protective equipment, overcrowding, retaliation, refusal to release people with underlying medical conditions, and intense fear of dying in detention. We compiled the first-hand accounts of people inside SDC and those recently released in a report, Cage of Fear: Medical Neglect and Abuse in Stewart Detention Center During the Covid-19 Pandemic.

Four people have died while in ICE custody at SDC since the pandemic began. There have been more deaths attributed to Covid-19 at SDC than any other detention center.

For those of us who have been advocating for years to shut down SDC, it is clear that these instances of abuse and neglect are not new. They reflect systemic problems with immigrant detention. The pandemic exacerbated the disregard for safety and human dignity that have been documented over and over at SDC and other detention centers.

We can’t afford to continue this inhumane treatment. It's time to act.

We are united in the demand to end the dehumanization and call on ICE to release all detained immigrants from SDC and close SDC and all detention centers. The Office of Civil Rights and Civil Liberties and the Office of the Inspector General of the Department of Homeland Security must immediately investigate medical practices, Covid-19 protocols, denial of release, and retaliation at SDC and hold the people responsible accountable. El Refugio, Freedom for Immigrants, and Project South filed a complaint on Mar. 22 with the Officer for Civil Rights and Civil Liberties and the Office of the Inspector General at the Department of Homeland Security. We demand action now.

Durante la pandemia de Covid-19, las personas detenidas en el Centro de Detención Stewart (SDC por sus siglas en Inglés) se comunicaron con El Refugio y compartieron innumerables informes de abuso y negligencia. Nos informaron que se utiliza el confinamiento solitario para aislar a las personas enfermas, el acceso limitado a equipo de protección personal, el hacinamiento, las represalias, la negativa a liberar a las personas con afecciones médicas subyacentes y un miedo intenso a morir durante la detención.
