A cherished companion, a retired racehorse, a carriage horse pulling tourists through the park — any one of them is a single bad sale away from a truck bound for a slaughterhouse in Canada or Mexico. Every year, over 19,000 American horses make that crossing, shipped overseas to be killed for human consumption.
Nothing in federal law stops it. The only thing holding the line is a funding rider Congress has to renew every single year — one that could vanish whenever lawmakers decide not to bring it back.
The SAFE Act (H.R. 1661 / S. 775) would change that for good. This bipartisan bill would put a permanent end to horse slaughter for human consumption on U.S. soil, and close the door on shipping horses overseas to meet that same fate.
