We, citizens of Minnesota, petition the state Department of Vehicle Services that the questions on the DVS knowledge test be written in simple and clear English language following the guidelines of federal Plain Language Act (https://www.plainlanguage.gov/law/). At the same time, we petition the Governor of Minnesota to provide the DVS with enough resources to do so in order to facilitate and accommodate the language needs of our immigrant communities in particular and the residents of Minnesota in general. We also request the Governor to make it mandatory for the DVS to follow the guidelines of the Plain Language Act (https://www.plainlanguage.gov/law/).

Supporting Detail:
The DVS employs difficult English language and complicated sentence structures to write the test questions for the permit test. This practice makes the test seem more like an advanced level English language test instead of a knowledge test about driving. As a result, the current knowledge test by the DVS turns out to be inequitable and clearly discriminates against the individuals who do not speak English as their primary language.

Benefit to the Public:
It will not only benefit our immigrant community but will also help the native speakers of the English language too. The result will ensure an equal opportunity for every Minnesotan to succeed. And it could also result in more drivers who are driving legally.
