We, the undersigned, urge you to halt the scheduled execution of Frank Walls on December 18 and grant clemency.
Frank was sentenced to death for the 1987 murder of Ann Peterson — a terrible loss that caused deep and lasting pain. Nothing in this petition is meant to diminish that harm. But another state killing will not bring healing, accountability, or safety.
Frank lives with intellectual disability. Under longstanding constitutional principles and basic human decency, people with intellectual disability should not be executed. Moving forward despite this reality raises grave concerns about fairness, legality, and the integrity of Florida’s justice system.
This year has seen an unprecedented number of executions in our state. Each one compounds the moral injury felt by families, communities, and survivors of violence. Florida can choose a different path — one that recognizes the dignity of every human life and refuses to meet violence with more violence.
We call on you to stop the execution of Frank Walls and commute his sentence to life without the possibility of parole.
