STOP Corporate Greed—Ban Rent Price-Fixing in San Diego!

San Diego City Council

San Diego should be a city where working people can thrive—not a playground for corporate profiteering. But right now, greedy corporate landlords are teaming up with tech companies to rig the rental market using algorithmic price-fixing software that drives up rents and forces San Diegans out of their homes.

We won’t stand by while software decides how much we and our neighbors pay for rent based on secret data and inflated prices. That’s why we are calling on YOU to support Councilmember Sean Elo-Rivera’s proposal to ban rental price-fixing—a bold policy to prohibit the use of shady AI software that helps corporate landlords coordinate rent hikes.

This isn’t innovation—it’s a high-tech way to fix prices and squeeze renters, and it’s already the subject of lawsuits from the Department of Justice and Attorneys General across the country. In fact, based on DOJ analysis, San Diegans could be paying up to an extra $185 per month and $2,200 per year because of this unfair, greed-driven practice.

We are calling on the San Diego City Council to ban rental price-fixing by passing the Prohibition of Anti-Competitive Automated Rent Price-Fixing Ordinance, which would:

Ban Exploitative Rent-Setting Software
The ordinance prohibits the sale, licensing, and use of algorithmic software that recommends or sets rent prices or occupancy levels based on nonpublic competitor data—stopping a modern form of price-fixing that drives up housing costs.

✅ Protect Renters from Corporate Collusion
Landlords and tech companies won’t get to team up behind the scenes to raise rents. This ordinance shuts down backroom rent coordination.

Keep San Diego Homes Affordable
When software stops rigging the system, out-of-town corporations won’t be able to inflate the already-too-high rents. We’re giving working families a fairer shot at staying in San Diego.

I want to express my strong support for the Anti-Competitive Automated Rent Price-Fixing Ordinance. Like so many San Diegans, I’ve felt the pressure of rising rents and the fear of being priced out of my own city. It’s unacceptable that tech companies and corporate landlords are using algorithmic software to coordinate rent hikes and squeeze every possible dollar out of working families. These systems are designed to maximize profits, not fairness—and they’re making an already unaffordable housing market even worse.

We know that the Department of Justice and Attorneys General from across the country are suing companies like RealPage for this very practice, calling it what it is: modern-day price-fixing. But we don’t have to wait for the courts. San Diego can act now—and should.

Banning the use of this exploitative software is a common-sense step toward a housing system that puts people over profits. This ordinance sends a clear message: in our city, we won’t tolerate corporate greed disguised as innovation.

I urge you to pass this ordinance and take a stand for renters, for fairness, and for the future of San Diego. Let’s build a city that works for all of us—not just those with the most money or the best algorithms.
