Wilmington needs more low-barrier shelters, supportive housing, and wrap-around supports. But Carney is planning displacement, arrests, and fines.

There are thousands of people experiencing homelessness in Wilmington-- including seniors and children. There simply aren't enough shelter beds for everyone.
