Stop Climate Polluter Handouts Act: New York taxpayers are footing the bill for $1.6 billion a year in state giveaways to oil and gas companies. This bill will end the worst of those handouts, including $330 million in tax breaks for:
Oil and gas used to operate fracked gas infrastructure – even though New York banned fracking itself in 2015
“Bunker” fuels used in container ships and commercial shipping vessels – one of the lowest grade, highest-polluting fuels used in the transportation sector
Airline fuel – one of the fastest-growing sources of greenhouse gas emissions in the country
Diesel and fuel used in manufacturing
Fuel and gas used in research and development projects in the fossil fuel industry
The longer New York makes it artificially less expensive to use oil and gas, the worse the climate crisis and air pollution will get – and the longer it will take to transition our state to a 100% clean energy future. Governor Hochul must end $330 million of outrageous taxpayer-funded handouts to fossil fuel companies.

I’m writing to urge you to include the Stop Climate Polluter Handouts Act in your budget. New Yorkers should not be responsible for paying for expanding fossil fuel infrastructure in the state and for subsidizing Big Oil and Gas.
The Stop Climate Polluter Handouts Act will eliminate $330 million in some of the most offensive handouts New York State provides to oil and gas companies. For too long, the fossil fuel industry has been allowed to destroy the planet at a discounted rate while New Yorkers pick up the tab. Tax exemptions should be reserved for businesses that provide clear public benefits, not one of the world's wealthiest industries that has caused immeasurable harm.
The bottom line is that New York gas customers and taxpayers are being nickeled and dimed by oil and gas companies that are fueling the climate crisis. Including this bill in your budget will help New Yorkers save their hard earned money and help the state achieve its ambitious climate goals of reducing greenhouse gas emissions 40% by 2030.
