Stop the U.S. Government Attack on the International Criminal Court and Hold War Criminals Accountable
U.S. Congress and the International Community
We, the undersigned individuals and organizations, stand resolutely opposed to the U.S. government's attack on the International Criminal Court (ICC). This is a direct assault on international law and a brazen attempt to shield U.S. and Israeli officials from investigation and prosecution for crimes against humanity and genocide. We urge the ICC not to be bullied or intimidated by the U.S. government and to enforce international law without fear or favor.
We demand that our representatives in the House pass H.Res. 1435, introduced by Rep. Ilhan Omar on July 15, 2026, calling on the United States to ratify the Rome Statute, and join the International Criminal Court, and to revoke sanctions and visa bans against ICC officials. We further demand that the United States revoke the sanctions imposed on UN Special Rapporteur Francesca Albanese and on the Palestinian human rights organizations Al-Haq, Al Mezan Center for Human Rights, and the Palestinian Centre for Human Rights for supporting the Court’s work. We further demand that our senators introduce and pass a parallel resolution in the Senate.
Presidents Biden and Trump, along with other top U.S. officials, have directly participated in, enabled, and facilitated the ongoing genocide in Palestine, other crimes against humanity, and illegal acts of aggression. This record includes, among other acts, the siege and starvation of Cuba; the invasion of Venezuela and kidnapping of its president; the ongoing occupation of Haiti and the imposition of what Haitians call a “slow-motion genocide”; the invasion and massive bombing of Iran; the extrajudicial executions of hundreds of people on boats in the Caribbean; and many other crimes.
The ICC has yet to effectively investigate and prosecute U.S. and European officials for their crimes against humanity, reflecting a selective and contradictory application of international law. Nevertheless, the ICC has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Israeli Defense Minister Yoav Gallant. These warrants are a vital step in the right direction—one that U.S. and Israeli officials are actively seeking to nullify. The ICC already has jurisdiction over war crimes, crimes against humanity, and genocide committed on the territory of States Parties, including Palestine, even when the accused is an official of a country that has not joined the Court.
Just as no police officer should be above the law—free to brutalize and kill with impunity—no senior government official should be above the law, free to wage wars of aggression, carry out mass murder, and plunder the world’s resources with impunity.
We represent millions of people within the United States who support the equal application of international law and demand that all officials responsible for genocide, crimes against humanity, war crimes, and the crime of aggression be investigated and prosecuted—regardless of the country they represent, the office they hold, or the power they wield.
