The current LA Rent Stabilization Ordinance (LARSO) formula in Los Angeles allows rent increases that far outpace inflation and affordability, fueling displacement and homelessness. With over half of LA renters paying more than 30% of their income on rent, every percentage point matters. We, your constituents and tenants living in rent-stabilized units under the Los Angeles Rent Stabilization Ordinance (LARSO), urge you to support an urgent and long-overdue update to the city’s rent increase formula—one that actually protects renters from displacement and keeps our communities intact.
The current LARSO formula, which allows annual rent increases of 100% of CPI (with a 3% floor and 8% ceiling), is outdated and deeply harmful. It has resulted in rent hikes that exceed inflation and affordability for the working-class and low-income renters who make up the backbone of your district. We support the Keep LA Housed Coalition’s recommendation for a new formula: 60% of CPI or 3%, whichever is lower, with a 0% floor, no utility pass-throughs, no additional charges for extra tenants, and no exemptions for small landlords.
We are disappointed by your track record on housing and renter issues. You have consistently voted in ways that favor corporate landlords and real estate interests over the needs of your constituents who are struggling to stay housed. Time and again, you’ve shown a willingness to side with powerful interests—while tenants, seniors, working families, and people on fixed incomes in CD11 are left footing the bill.
You were elected to represent everyone in this district—not just the wealthy homeowners and landlords. In CD11, thousands of families rely on LARSO protections to stay in their homes. With evictions back to pre-pandemic levels and the cost of living higher than ever, your refusal to support stronger tenant protections puts people at real risk of homelessness.
It’s time to change course. As your constituents, we demand that you:
- Support the upcoming motion to adopt a fairer RSO rent increase formula—3% or 60% of CPI, whichever is lower.
- Publicly commit to rejecting landlord carveouts and utility pass-throughs that make housing even less affordable.
- Meet with CD11 tenants to hear firsthand how your decisions have affected our lives.
Tenants in CD11 are watching—and we are organizing. We deserve a councilmember who fights for us, not against us.
