Support North Memorial Frontline Workers on Their Demand to Change Policies Regarding ICE
North Memorial Board of Trustees
More than 300 frontline and essential healthcare workers at North Memorial Health have signed and delivered an open letter to the hospital’s Board of Trustees calling for immediate action to address what they describe as serious safety, ethical, and legal concerns related to the presence and conduct of agents from ICE and Boarder Patrol within hospital facilities. The signatories represent a broad cross-section of the hospital workforce, including physicians, nurses, nursing assistants, patient transport staff, housekeeping, dietary workers, material handlers, and other essential personnel.
In the letter, employees state that federal agents have entered the hospital without what they describe as written judicial authorization, have accessed patient care areas while armed and without proper identification, and have interfered with patient care. Workers further allege that agents have engaged in conduct that caused emotional and psychological distress to detained patients and created an atmosphere of fear among staff and the surrounding community.
The open letter outlines five specific requests to hospital leadership:
Enforce existing policies requiring all law enforcement officers to display badges and appropriate identification at all times.
Develop a distinct policy addressing ICE and Border Patrol presence, clarifying protections for patients under civil custody versus criminal custody, safeguarding patient rights, and expressly prohibiting surveillance of staff.
Create a real-time notification system alerting staff —and the broader Northside community — when ICE or Border Patrol agents are present in the facility.
Protect staff rights to engage in legally protected concerted activities under the National Labor Relations Act, including social media use.
Take an unambiguous public position prioritizing patient, staff, and community safety above all other concerns.

We, the undersigned community members, submit this petition to express our support for the frontline and essential workers at North Memorial Health Hospital on their open letter to their hospital Board of Trustees calling for immediate action to address what they describe as serious safety, ethical, and legal concerns related to the presence and conduct of agents from U.S. Immigration and Customs Enforcement (ICE) and Border Patrol within hospital facilities.
There have been numerous reports of ICE activities within the hospitals and surrounding areas, and immigrant neighbors have been forgoing vital healthcare services all together due to their fear of harassment, bullying, assault, and detention. ICE activities in and around the healthcare institutions have been harmful not only to the immigrants but also to the public health due to missing opportunities in treating preventable illness as well as providing vaccines. We also have a serious concern that the frontline healthcare workers are not able to adequately care for the community they serve due to the unsafe environment that ICE has caused in many institutions.
For community members to restore trust in the healthcare system, it is crucial that the healthcare institutions adopt policies to provide safer working conditions for workers as well as safer healing environment for vulnerable community members. We urge North Memorial Board of Trustees to respond to the frontline workers' demands promptly, collaborate with them, and implement transparent policies as soon as possible.
