Support SB 677: Make it easier to build housing faster and more affordably

SB 677 strengthens and expands SB 9 (Atkins, 2021) and SB 423 (Wiener, 2023) to allow more homebuilding, of all types, in the areas that need it the most.

Years of insufficient home production have compounded the housing shortage and affordability crisis, while also highlighting areas of existing housing law that need to be updated and refined.

SB 9, passed in 2021, made it legal for homeowners to split their lots, and build a duplex on each new lot. SB 423 was passed in 2023 to extend and expand the provisions of SB 35, which allows homebuilders to pursue a streamlined approval process in cities that have fallen behind their RHNA-allocated housing production targets.

SB 9 (Atkins 2021) and SB 35/423 (Wiener) are key tools in our fight to build new homes more quickly and affordably, but their initial implementation has exposed loopholes in the existing law that need improvement and strengthening.

SB 677 resolves several of the remaining issues with both SB 9 and SB 423 to close known loopholes and make both laws easier to use and more effective, allowing them to reach their full potential.
