They are the quiet backbone of our long-term care system and the largest low-wage workforce in L.A. County.

Despite their essential role, the average IHSS caregiver in L.A. County earns just $23,000 a year. Nearly 9 out of 10 work multiple jobs to survive, and nearly two-thirds rely on programs like CalFresh to feed their families. This is not just a workforce in crisis. It’s a care crisis for the people of L.A. County.

We’re already seeing the consequences: workers are leaving the profession because they can’t afford to stay. Seniors and people with disabilities are going without care. Entire communities are left at risk.

The time to act is now. We urge the Board of Supervisors to invest in the people who care for us by raising wages and improving benefits for L.A.’s IHSS workforce. That means putting workers on a path to a livable wage and ensuring they have the support they need to stay in this profession.

By doing so, L.A. County can:

- Strengthen a workforce that is vital to keeping our most vulnerable residents safe and healthy.
- Attract and retain caregivers in the face of a growing care shortage.
- Bring in additional State and Federal dollars to expand care access and stabilize our long-term care system.
