Tell the City of Portland: We need a drawdown of dangerous toxic fuels along the Willamette River, now!

Mayor Wilson & Portland City Councilors

The City of Portland has an unprecedented opportunity this year to reduce the overwhelming danger of toxic and flammable fuels stored in aging tanks along the Willamette River.

Thousands of Portlanders are gravely concerned about the Critical Energy Infrastructure (CEI) Hub and the immense risks these dangerous tanks pose to people, our rivers, wildlife, and our community resilience.

Join us in writing to Mayor Wilson and City Councilors to demand the following:

  1. Pass CEI Hub policies by the end of the year that protect public health, safety, frontline communities, and the environment.

  2. Oppose any expansion of flammable, combustible, or toxic fuels at the CEI Hub.

  3. Support a significant phased drawdown of fuels at the CEI Hub, starting now.

  4. Fund safety measures designed to protect people who live and work within 3 miles of the CEI Hub.

Dear Mayor Wilson and City Councilors,

Portlanders are gravely concerned about the Critical Energy Infrastructure (CEI) Hub and the immense risks these dangerous, aging tanks pose to people, our rivers, wildlife, and our community resilience.

We, the following undersigned individuals and community organizations, demand that your administration takes action in 2026 to:
- Pass CEI Hub policies by the end of the year that protect public health, safety, frontline communities, and the environment.
- Oppose any expansion of flammable, combustible, or toxic fuels at the CEI Hub.
- Support a significant phased drawdown of fuels at the CEI Hub, starting now.
- Fund safety measures designed to protect people who live and work within 3 miles of the CEI Hub.

A drawdown of fuels at the CEI Hub is of critical importance. Oregon is overdue for the “The Big One.” Should a Cascadia Subduction Zone (CSZ) earthquake strike, the city could face an environmental catastrophe on the scale of the Deepwater Horizon Oil Spill—the most devastating marine oil spill in U.S. history. We have an opportunity now to prevent this.

We look forward to strong policies that significantly reduce risks to our community. Thank you.
