Why Bill 9 Matters
Maui is at a crossroads. Right now, there are thousands of homes that once sheltered local families being used as short-term vacation rentals due to the Minatoya exemption. Bill 9 is our chance to bring them back where they belong—to our people, and not commodified profit.
The August 8th fires highlighted just how fragile our island is, with both our homes and our water under constant pressure from outside investors and speculators. Every carve-out, every loophole, every delay means fewer homes for our families and more for corporations.
A clean Bill 9—with no carve-outs, no exemptions, no delays—is a huge step to protect our housing, our water, and our future. This is about putting Maui’s residents first, making sure our keiki, kūpuna, and future generations have a place to live in their home.

As a member and or supporter of the Maui community, I am urging you to pass Bill 9 clean — without carve-outs, exemptions, or delay.
Thousands of units that once housed local families are currently being used as short-term vacation rentals in apartment zoned districts with its intended purpose being for residential multi-family housing. Bill 9 is our chance to return these homes back to the people of Maui and address the urgent housing crisis that has only deepened since the fires of August 8.
Bill 9 left the Housing and Land Use Committee in clean form, and it must stay that way through final passage. The only legally sound and effective path forward is to pass it clean. Our families, near and far, are watching and counting on you to rise to this moment with courage and true leadership.
