To the Farmville Town Council:

People who have experienced the violence of Immigration and Customs Enforcement (ICE) and Immigration Centers of America (ICA) at ICA-Farmville, family members and loved ones, and supporting community members and organizations demand you end your partnership with ICE and ICA through the Intergovernmental Service Agreement (IGSA). While this agreement has served as a form of profiteering for ICE’s contractors and your town, we urge you to divest from harmful and violent detention, and build a life-affirming economy through investments in healthcare, education, and housing. We urge you to cancel and not renew the IGSA contract before the September 30, 2023 renewal date.

The direct experiences of people who have been detained at ICA-Farmville make clear it is a site of suffering, where families and communities are separated. ICE and ICA’s track record of violence includes physical abuse from guards, worms in food, and the use of isolation for retaliation against those who speak up. ICA-Farmville was also the site of one of the biggest COVID-19 outbreaks in detention centers, leading to the death of James Hill in August of 2020.

For almost two years, ICA-Farmville was practically shut down after a federal judge ordered ICE not to transfer anyone into the facility. In August 2022, there were zero people detained at ICA-Farmville as a result of the federal court injunction. ICE entered into a settlement agreement last year that allowed them to transfer people into ICA-Farmville from only one detention center in Virginia. Starting July 10th, ICE will begin using ICA-Farmville to detain migrants from any other state across the country.

We call on the Farmville Town Council to act immediately and end its IGSA with ICE, and ICA, shut down ICA-Farmville before the September 15th contract renewal date, and work to ensure that all people detained be freed immediately and returned to their chosen communities--not transferred to other detention centers.

URGENTE: DEMANDA AL CONSEJO DEL PUEBLO DE FARMVILLE QUE TERMINE EL ACUERDO DE ICA-FARMVILLE

Al Consejo Municipal de Farmville:

Las personas que han experimentado la violencia del Servicio de Inmigración y Control de Aduanas (ICE) y los Centros de Inmigración de América (ICA) en ICA-Farmville, familiares y seres queridos, y miembros y organizaciones de apoyo de la comunidad exigen que termine su asociación con ICE e ICA a través del Acuerdo de Servicio Intergubernamental (IGSA). Si bien este acuerdo ha servido como una forma de especulación para los contratistas de ICE y su ciudad, le instamos a que desinvierta de la detención dañina y violenta, y construya una economía que afirme la vida a través de inversiones en atención médica, educación y vivienda. Le instamos a cancelar y no renovar el contrato IGSA antes de la fecha de renovación del 30 de septiembre de 2023.

Las experiencias directas de las personas que han sido detenidas en ICA-Farmville dejan en claro que es un lugar de sufrimiento, donde familias y comunidades están separadas. El historial de la violencia de ICE y ICA incluye abuso físico de parte de guardias, gusanos en la comida, y el uso de aislamiento como represalias por alzar la voz. ICA-Farmville también fue el sitio de uno de los brotes más grandes de COVID-19 en centros de detención, el cual llevó a la muerte de James Hill en agosto de 2020.

Durante casi dos años, ICA-Farmville prácticamente se cerró después de que un juez federal ordenó a ICE que no transfiriera a nadie al centro de detención. ICE firmó un acuerdo el año pasado que les permitió transferir personas a ICA-Farmville desde un solo centro de detención en Virginia. A partir del 10 de julio, ICE comenzará a usar ICA-Farmville para detener a migrantes de cualquier otro estado del país.

Estamos pidiendo al Concejo Municipal de Farmville para que actúe inmediatamente y ponga fin a su IGSA con ICE e ICA, cierre ICA-Farmville antes de la fecha de renovación del contrato del 15 de septiembre y trabaje para garantizar que todas las personas detenidas sean liberadas inmediatamente y devueltas a sus comunidades elegidas, no transferidas a otros centros de detención.
