Last year, a record 1,600-plus fossil fuel lobbyists infiltrated COP 30 in Belém, Brazil. Working alongside petrostates, they blocked a roadmap for a fossil fuel transition.
The final language from COP 30 didn’t even mention fossil fuels.
Despite this, momentum continues to build for transitioning the world away from fossil fuels – and it’s only growing heading into COP 31 in Türkiye.
While the United Nations’ COP process remains the best and most inclusive global forum to address the climate crisis, fossil fuel companies are doing all they can to stall the transition to affordable, abundant clean energy solutions.
Fossil fuel lobbyists disrupt negotiations, slowing climate progress while their companies burn more fossil fuels. It’s got to stop.

We are writing with a simple demand: Your country includes zero fossil fuel industry representatives on its COP 31 delegation.
Country Parties to the Paris Agreement collectively recognized the role of fossil fuels as the primary driver of the climate crisis at COP 28, by calling on all Parties to transition away from fossil fuels in energy systems, in a just, orderly, and equitable manner.
Negotiations under the Paris Agreement represent the best and most inclusive multilateral forum for addressing the climate crisis. Including fossil fuel industry representatives on Party delegations is a clear conflict of interest. These credentials allow their holders not only the opportunity for greenwashing but also to access negotiation rooms and coordination meetings while enhancing access to key decision makers.
Such unfettered access should only be granted to those actively working to fulfill the Paris Agreement’s goals, not those who stand to profit from the continued burning of fossil fuels. At COP 30, more than 1,600 fossil fuel lobbyists were registered to attend, many of whom were included on Party delegations. Those lobbyists outnumbered the members of all Party delegations except for the host nation Brazil’s.ii This swarming of COPs by fossil fuel lobbyists contributes to a negative public image of COPs and has led to an erosion of public trust in the UNFCCC process.
We demand you practice global leadership by including zero fossil fuel industry representatives on your country's official delegation and encouraging all Parties to do the same.
