Connecticut residents have an opportunity to speak up before the state finalizes health insurance rates for 2027.

On Wednesday, August 26, the Connecticut Insurance Department (CID) will hold its 2027 Health Rate Public Informational Session, where members of the public can ask questions and provide comments about the proposed health insurance rate filings.

Health insurance costs have a real impact on individuals and families across our state. This session is an important opportunity to hear directly about the proposed rates, ask questions, and make sure the experiences and concerns of Connecticut residents are part of the public record before CID releases its final rates.

Members of the public may provide comments in person or virtually.

To speak virtually via Zoom:
You must email cid.ratefilings@ct.gov by 5:00 PM on Monday, August 24 with your name and written comments attached.

To speak in person:
RSVP with CCAG first. Once you arrive, you can sign up at the Legislative Office Building before the session begins, following the building’s sign-up procedures.

Important: RSVPing on this page lets CCAG know you plan to participate or attend, but does not register you with the Connecticut Insurance Department to speak virtually. If you would like to testify by Zoom, you must also email CID by the August 24 deadline.

RSVP to join us on August 26  and don’t stop there! We encourage everyone attending to also submit a written comment to CID urging the Department to reject unaffordable rate increases. Your presence at the event and your written comments are two important ways to make sure consumers are heard before CID makes its final decision.


Health insurance companies are diverting billions away from your care.

After years of increases, health insurers are asking the Connecticut Insurance Department (CID) for permission to raise rates in 2027 for plans in the individual and small group markets, both on and off the state-sponsored exchange, Access Health CT. This year, insurers are requesting increases as high as 25.2%.

CID needs to review the underlying basis of the rate hike increases.

For years, they have been granted increases based on their own accounts of healthcare costs. It’s time we looked at the actual costs being paid by hospitals and providers before determining rate increases. Contracts between health insurance companies and hospitals should be subject to review by the state to ensure they are fair and proportionate

They must also look at vertical integration and self-dealing.

The Affordable Care Act established a Medical Loss Ratio (MLR), limiting the profits of insurance companies to a percentage of what they pay for care. They are now using vertical integration, consolidation, and self-dealing to circumvent MLRs and divert billions more away from your care.

These health insurance companies are raking in billions using vertical integration – such as Pharmacy Benefit Managers, who decide which drugs to cover and how much to pay for them - which operate in the dark. There should be a forensic audit looking at how they benefit from self-dealing and then enact limits on how these costs can be passed along.

A third of Americans have cut spending or borrowed money to pay for healthcare. And rates are poised to rise another 18%.

The CID is accepting comments on requested rate hikes until a decision is made and is having a public forum on August 26 to hear from consumers.

Write a letter to them expressing why these rate hikes need to be denied -

And attend the public forum August 26 from 9 am - 3 pm to tell insurance companies and the CID to take real action to control healthcare greed!
