Congress: Pass the Stop TNR Act of 2026 (S.4967)
Across the world, authoritarian governments are extending their reach beyond their borders — stalking, threatening, and silencing people who fled to safety. From Uyghur activists in the U.S. being harassed by Chinese state agents, to Russian, Iranian, and Burmese dissidents facing intimidation and surveillance, transnational repression (TNR) is a growing threat to human rights and democracy everywhere.
These regimes are trying to make sure that no one can speak freely about injustice. The United States must not be a safe haven for authoritarian intimidation.
That’s why we’re calling on Congress to pass the Stop TNR Act of 2026 (S.4967).
The bill would establish a statutory definition of transnational repression and create enhanced criminal penalties for qualifying federal offenses committed as part of transnational repression. It would also centralize oversight of TNR prosecutions within the Department of Justice and investigations within the FBI.
